POSITION

about holding a mini-football tournament

1. Goals and objectives of the tournament.

mass attraction of young people to a healthy lifestyle;

promotion and development of mini-football;

    establishment of sports contacts between cities and regions; determination of the best teams-participants in futsal.

2. Management of the Tournament.

The holding of mini-football competitions is entrusted to the Organizing Committee of the tournament.

3. Condition for participation in the tournament.

Any team can take part in the competition if it

accepts these Regulations on the holding of the tournament;

    correctly and timely submitted an application for participation (the application is submitted as part of the application for participation in the All-Russian Festival of Creativity and Sports of Working Youth "Youth"). responsible for the health of its players.

4. Dates and venue of the tournament.

The tournament is held within the framework of the All-Russian festival of creativity and sports of working youth "Youth".

5. Terms of the tournament.

Competitions are held according to the rules of the mini-football game (Appendix No. 1) in an open area on a lawn with artificial turf. By agreement with the representatives of the participating teams, simplifications in the rules are possible. Team composition: 1 goalkeeper. 5 outfield players and up to 3 substitutes. Each team can enter no more than 9 players per game.

The draw will take place after the refereeing team. The tournament is held in two rounds. A team receives 3 points for a win in a match, 1 for a draw, and 0 for a loss. The winner of the tournament is determined by most points scored. In the event of a tie between two or more teams, the rankings of the teams are sequentially determined according to the following criteria:


Most wins in all matches

· according to the results of games between each other (number of points, number of victories, difference between goals scored and goals conceded, number of goals scored, number of goals scored on a foreign field);

by the best difference between goals scored and conceded in all matches;

The highest number of goals scored in all matches.

In all other cases, the places for teams in case of equality of all indicators are determined the same.

6. Judging.

Tournament matches are serviced by tournament referees recommended by the chief referee of the tournament and approved by the Organizing Committee of the Festival. Each match is served by a team of referees consisting of: the chief referee of the match, the second referee, the timekeeper.

7. Rewarding.

The winners of the Tournament are awarded with a commemorative diploma and a cup.

Futsal Rules

Players. Two teams take part in the match, each of which consists of no more than five players, one of them is the goalkeeper.

replacement procedure.

1. The maximum number of substitutes allowed is three.

2. The number of substitutions during a match is unlimited. The player who has been substituted may return to the pitch by replacing any player.

3. A substitution is made when the ball is in play. Also when he left the game, subject to the following conditions:

A player must leave the pitch in his team's substitution zone only after the player leaving the pitch has completely crossed sideline.

· A substitute is within the authority and jurisdiction of the referees, whether play is in progress or stopped.

· The substitution is considered completed when the substitute enters the court, from that moment he becomes an active player, and the player he replaces ceases to be an active player.

4. The goalkeeper may change places with any player on his team.

Violations/Penalties

1. If, during a substitution, a substitute enters the court before the player he is replacing has completely left it:

The game stops

a substitute receives a warning with a yellow card;

· Play is restarted with an indirect free kick taken by the opposing team from the place where the ball was located when play was stopped. However, if the ball was in the penalty area, the free kick is taken from the point on the penalty area line closest to where the ball was located when play was stopped.

2. If, during a substitution, a substitute enters the pitch or a player to be replaced leaves the pitch outside his team's substitution area:

· the violating player receives a warning with a yellow card;

· The game is restarted with an indirect free kick taken by the opposing team from the place where the ball was located when play was stopped. However, if the ball was in the penalty area, the free kick is taken from the point on the penalty area line closest to where the ball was located when play was stopped.


Solutions.

1. At the start of a match, each team must have five players.

2. If there are less than three players left on either team (including the goalkeeper) after the removal of players, then the game must be abandoned.

Safety. A player must not use in his equipment or wear anything that is dangerous to himself or to any other player, including jewelry of any kind.

Basic equipment. The main mandatory equipment of the player is:

1. Clothing must match the weather conditions (November): sweatpants, jacket, hat, gloves.

· must be made of a suitable material (rubber, plastic or similar material);

must provide an adequate degree of protection.

4. Footwear - only the following types of shoes are allowed: canvas, soft leather, training or gymnastic shoes with rubber or similar soles.

Goalkeeper

· The goalkeeper is allowed to wear long trousers .

· The color of each goalkeeper's clothing must be easily distinguishable from that of other players and referees.

· If a field player changes the goalkeeper, the number on his goalkeeper's jersey must be the same as that under which he is entered in the match sheet.

Violations/Penalties. The player, at the request of the referee, leaves the area to put the equipment in order or to supplement its individual parts. The player may not return to the pitch without the permission of one of the referees, who must check that the player's equipment is in order.

Main judge. Powers of Chief Judge.

Each match is conducted by the Chief Referee, who has broad powers to ensure that the Laws of the Game are fully observed in the match for which he is assigned. These powers begin from the moment of arrival at the place where the site is located, and ends when they leave it.

Rights and duties of the Chief Judge:

Ensures compliance with the Rules of the Game;

allows play to continue if the opposing team that committed the offense benefits and benefits from the stoppage of play and must penalize it for the original offense if the expected advantage does not increase at that point;

Keeps game records and provides the host organization with a match report that includes information about any disciplinary sanctions imposed on players and (or) officials, as well as any other incidents that occurred before, during or after its completion;

acting as timekeeper in case he is not formally introduced;

stops, temporarily interrupts or terminates the match in case of any violation of the Rules, as well as as a result of any type of outside interference;

Issues disciplinary sanctions to players guilty of violations that deserve a warning or removal;

ensure that unauthorized persons do not enter the site;

Stops play if, in his opinion, a player is seriously injured and supervises his departure from the pitch;

allows the match to continue until the ball is out of play if the player, in his opinion, received only a minor injury;

ensures that any ball used in the game meets the requirements

Chief Judge's decisions issued on facts related to the game are final.

1. If the chief referee and the second referee simultaneously record a violation and their opinions about which team should be penalized differ, then the decision of the referee will take precedence.

2. Both, the chief referee and the second referee, have the right to warn or send off the player, but in case of disagreement between them, the decision of the referee will take precedence.

Second Judge. Rights and obligations.

The second referee also:

In case of excessive interference or incorrect actions, the Chief Referee releases the second referee from his duties, arranges for his replacement and submits a report to the organizing organization.

Timekeeper.

1. It is located outside the court, opposite its center line, on the same side as the substitution zones.

2. The timekeeper is equipped with a special watch (chronometer) and the equipment necessary for displaying accumulated fouls, which are provided by the association or club on whose site the match is being played.

Responsibilities of the timekeeper. Ensures that the duration of the match, i.e.:

Turns on the provided clock (chronometer) after the kick-off;

Stops the clock (chronometer) when the ball is out of play;

Includes the clock (chronometer) after the ball has been put into play from the sideline, a goal clearance, a corner kick, a free kick, a free kick, a kick from the 6-meter mark or a 10-meter mark, at the end of a time-out or a contested ball";

controls the minute duration of the timeout;

monitors compliance with the length of the two-minute penalty period when a player is sent off;

· signals the end of the first period, the end of the match, the end of each period of extra time, the end of time-outs with a whistle or other acoustic signal different from those used by the referees;

Keeps a record of all time-outs granted to each team, informs and signals to the referees and teams accordingly about granting a time-out at the request of the coach of any of the teams;

· keeps a record of the first five accumulated fouls committed by each of the teams in each half of the match and recorded by the referees, and also signals when any of the teams commits the fifth accumulated violation.

In the event of an injury to a referee or second referee, the third referee may replace either of them.

Match duration

Game periods.

1. The match lasts two equal periods of 10 minutes each. Time control is carried out by the timekeeper.

2. The duration of each half of the match may be extended for penalty kicks.

Time-out.

1. Teams have the right to take a time-out of one minute in each half of the match.

2. When granting a timeout, the following conditions:

· Team coaches have the right to ask the timekeeper for a time-out of one minute.

· A one-minute time-out may be requested at any time, but may be granted when the team requesting the time-out is in possession of the ball.

· The timekeeper signals the granting of a time-out when the ball is out of play by using a whistle or other acoustic signal different from those used by the referees.

· During the time-out, the players must remain on the court. If they wish to receive instructions from one of the team officials, they must do so only at the touchline opposite their bench. The official instructing the players must not enter the pitch.

· A team that did not use a time-out in the first half of the match is only entitled to one time-out in the second half of the match.

Break between periods should not exceed 5 minutes.

Starting and Resuming the Game

Preparatory activities.

A coin is tossed and the team that wins the toss wins which goal it will attack in the first half of the match. The other team takes the kickoff. The team that wins the toss takes the kick-off in the second half of the match. Before the start of the second half of the match, the teams change sides of the court and attack the opposite goal.

Kickoff is a way to start or resume the game:

at the start of the match

After a scored goal

at the beginning of the second half of the match;

· at the beginning of each period of extra time, if applicable.

A goal must be scored if the ball is scored directly from the kick-off.

Procedure.

All players are in their own half of the court.

· Opponents of the team taking the kick-off are at least 3 m away from the ball until it is in play.

· The ball is stationary on the center mark.

The referee gives the signal.

· The ball is in play when it is kicked and moving forward.

· The kicker may not touch the ball again until it has been touched by any other player.

After a scored goal, the team that conceded the ball takes the kick-off.

Violations/Penalties

1. If the player taking the kick-off touches the ball again before it has touched another player, an indirect free kick is awarded to the opposing team from the place where the infringement occurred. However, if this offense is committed by a player in the opposing team's penalty area, the free kick is taken from the point on the penalty area line closest to where the offense occurred.

2. For any other violation of the execution procedure, the kickoff is retaken.

3. The game is restarted when the ball touches the ground.

Drop ball is a method of resuming play after it has been temporarily stopped for any reason not mentioned anywhere in the Laws of the Game and made necessary while the ball was in play and provided that it did not cross the side line of the goal just before it stopped.

Procedure. The referee drops a dropped ball at the place where it was when play was stopped, unless the ball was in the penalty area, in which case the referee drops the dropped ball at the point on the penalty area line closest to where the ball was in stop the game.

Violation/Punishment. Drop-off is repeated:

If a player touches the ball before it touches the ground;

If the ball leaves the court after touching the ground, but no player touches it.

The ball is in play and out of play.

The ball is not in play.

The ball is out of play when:

the game was stopped by the referee;

He will hit the ceiling.

Scored goal. A goal is scored when the ball completely crosses the goal line between the posts and under the crossbar, unless it has been thrown, brought in, deliberately handed by a player of the attacking team, including the goalkeeper.

The winning team.

The team with the higher number of scored goals during the match is considered the winner. If both teams have an equal number of goals scored or there are no goals scored, then the match is considered to be a draw.

Violation of the rules and unruly behavior of players

Violation of the rules and unruly behavior of players are punished as follows:

Free kick is awarded to the opposing team if a player from that team commits any of the following six offenses, in which the referee must take into account the nature of the impact, whether it is careless, reckless or using excessive force:

kicking or attempting to kick an opponent;

tripping or attempting to trip an opponent;

Jump on an opponent

attacking an opponent, even with a shoulder;

hitting or attempting to hit an opponent with a hand;

The push of the opponent.

A free kick is also awarded to the opposing team if a player from that team commits any of the following four infractions:

Delay an opponent

spitting at an opponent

rolls up in an attempt to play the ball when either an opponent is playing or trying to play (the kicker rolls), excluding the goalkeeper in his own penalty area and provided that he does not play carelessly, recklessly or using excessive force;

· Intentionally plays the ball with his hand, except for the goalkeeper in his own penalty area.

The free kick is taken from the place where the infringement occurred.

All of the above violations are accumulated violations.

Penalty is awarded if a player commits any of the above offenses within his own penalty area, regardless of where the ball was at that moment, as long as it is in play.

free kick is awarded to the opposing team if the goalkeeper of that team commits one of the following infractions:

· after the ball is released, the possessor receives it back from a teammate without the ball crossing the halfway line or being played or touched by an opponent;

touches or contacts the ball with his hands after receiving it from a teammate who deliberately kicked him;

touches or controls the ball with his hands after receiving it directly from a kick-in teammate;

touches or controls the ball with his hands or feet in his own half of the court for more than four seconds.

An indirect free kick is also awarded to the opposing team from the place where the infringement occurred if, in the opinion of the referee, a player of that team:

play dangerously;

· not playing the ball, deliberately interferes with the progress of the opponent;

prevents the goalkeeper from dropping the ball in his hands;

The free kick is taken from the place where the infringement occurred, however, if it happened in the penalty area, then in this case the free kick is taken from the point on the penalty area line closest to the place where the infringement occurred.

Disciplinary Sanctions

Violations punishable by warning.

A player is cautioned and shown a yellow card if he commits any of the following infractions:

guilty of unsportsmanlike conduct;

demonstrates disagreement by word or action;

· systematically violates the Rules of the Game;

fails to respect the need for distance when play is restarted with a corner kick, kick-in, free kick or goal clearance;

enters or returns to the court without the permission of the referee or violates the substitution procedure;

intentionally leaves the area without the referee's permission.

Violations punishable by removal.

A player is sent off and shown a red card if he commits any of the following offences:

guilty of a serious violation of the rules of the game;

guilty of aggressive behavior;

spitting at an opponent or any other person;

deprives the opposing team of a goal or an opportunity to clearly score a goal by deliberately handballing the ball (this does not apply to a goalkeeper in his own penalty area);

deprives an opponent moving towards the opponent's goal of an opportunity to clearly score a goal by committing an infringement punishable by free kicks, free kicks or penalties;

uses offensive, offensive or obscene language;

· will receive a second warning during the same match.

Solution. A player who has been sent off may not re-enter the game and be on the bench in the future. A substitute may enter the pitch at the full end of two minutes after his team-mate has been sent off, unless a goal has been scored before the end of those two minutes, provided permission has been obtained from the timekeeper. In this situation (playing in incomplete teams), there are following rules:

· if 5 players play against 4 and the team with more players scores the ball, then the team with 4 players is supplemented by a fifth player;

· if both teams play with 4 players and a goal is scored, both teams remain with the same number of players;

· if 5 players play against 3 or 4 against 3 and the team with more players scores the ball, then only one player can add to the team with 3 players;

· if both teams play with 3 players and a goal is scored, both teams remain with the same number of players.

Free kick and free kick

Types of blows.

Kicks can be free kicks or free kicks. For both free kicks and free kicks, the ball must be stationary when the kick is taken and the kicker may not touch the ball again until it has touched another player.

Free kick. If the ball is scored into the opponent's goal directly from a free kick, then the goal is counted.

Free kick. A goal can only be scored if the ball touches another player before it enters the goal.

Positions of players for free kicks and free kicks.

· All players on the opposing team must be at least 5m away from the ball until it is in play.

· The ball is in play after the kicker has touched or played it.

Violations / Penalties.

1. If during the execution of a free kick or a free kick the opponent is closer to the ball than the prescribed distance, then the kick is retaken.

2. If, after the ball is in play, the kicker touches the ball again before it has touched another player, the free kick is taken by the opposing team from the place where the infringement occurred. However, if the infringement occurred in the penalty area, then the free kick is taken from the point on the penalty line closest to the point of infringement.

3. If the team taking the free kick takes more than 4 seconds, the free kick is taken by the opposing team.

Signals.

Free kick: The referee holds one arm horizontally, indicating the direction in which the kick is to be taken. In the event that the infringement was accumulated, the referee index finger with the other hand points down to the court, signaling to the third referee or another official at the table that this foul is considered to have been accumulated.

Free kick: The referee indicates the appointment of a free kick with his hand raised above his head. He holds his hand in this position until, after making a stroke, the ball is touched by another player or it is out of the game.

Penalty are awarded at the goal of the team whose player commits any of the infringements, in their own penalty area when the ball was in play, and is punishable by a free kick. A goal is scored if the ball is scored directly from the penalty spot.

There must be added time for a penalty kick awarded at the end of each half or at the end of each period of extra time.

Location of the ball and players.

The ball is set at the 6-meter mark.

Player taking penalty:

Defending goalkeeper:

· remains between the posts on his goal line, facing the kicker, until the ball is kicked.

Players other than the kicker are located:

Outside the penalty area

at a distance of at least 5m from the 6m mark.

Procedure.

· The player taking the penalty kicks the ball forward.

· He may not touch the ball again until it has been touched by another player.

· The ball is in play when it is kicked forward.

When a penalty kick is taken during regular time, or in stoppage time for the first half or the entire match given for taking or retaking a penalty kick, a goal is awarded if, before crossing the goal line between the posts and under the crossbar:

· The ball touches one or both posts and/or the crossbar and/or the goalkeeper.

Violations / Penalties. If a player of the defending team infringes this Rule:

the kick is retaken if the goal was not scored;

· The kick is not retaken if the goal is scored.

If the kicker's partner infringes this Rule:

the kick is retaken if the ball is scored into the goal;

The kick is not retaken if the goal is not scored.

If the kicker infringes this Rule after the ball is in play:

The free kick is taken by the opposing team from the place where the infringement occurred, however, if it was in the penalty area, then the free kick is taken from the point on the penalty line closest to the place of the infringement.

Hitting the ball from the sideline

A goal cannot be scored if the ball is scored directly from the touchline.

A ball kick from the touchline is awarded:

when the ball completely crosses the touchline on the ground or in the air, or touches the ceiling;

from the place where the ball crossed the touchline;

in favor of the opponent of the player who last touched the ball.

Position of the ball and players.

The ball: · must be motionless on the touchline;

· Can be kicked into play in any direction.

Kick-in player may place part of each foot on the touchline or out of bounds at the moment the ball is kicked.

Defensive players:

· must be located at a distance of at least 5 m from the place from which the ball is kicked from the touchline.

Procedure.

· The kicker must do so within 4 seconds of taking control of the ball.

· The kicker cannot play the ball again before it has touched another player.

· The ball is in play immediately after it is kicked or touched.

Violations / Penalties. An indirect free kick is taken by the opposing team if:

· The kicker will replay the ball before it has touched another player. A free kick is taken from the place where the infringement occurred, however, if it was in the penalty area, then in this case the free kick is taken from the point on the penalty line closest to the place of the infringement.

A ball kick from the touchline is retaken by a player from the opposing team if:

The kick of the ball from the touchline is executed incorrectly.

· the ball is kicked from the touchline within 4 seconds of the player taking control of the ball.

any other breach of the Rule has occurred.

Goal throw is the way to restart the game.

A goal does not count if the ball is scored directly from a goal clearance.

A goal kick is awarded when:

the ball passes completely over the goal line, either on the ground or in the air, and is last touched by a player of the attacking team, without a goal being awarded under Law 11.

Procedure.

· The ball is thrown from anywhere in the penalty area by the goalkeeper of the defending team.

· Opponents must remain outside the penalty area until the ball is in play.

· The goalkeeper may not play the ball again until it has been played by an opponent or has crossed the halfway line.

· The ball is in play when it is thrown directly out of the penalty area.

Violations / Penalties.

1. If the ball is not thrown directly out of the penalty area:

The goal kick is retaken.

2. If, after the ball is in play, the goalkeeper touches the ball again before it has been played by an opponent or it has crossed the halfway line:

An indirect free kick is taken by the opposing team from the place where the infringement occurred. If

4. If, after the ball is in play, the goalkeeper receives it back from a team-mate:

· An indirect free kick is taken by the opposing team from the point on the penalty area line closest to the place where the infringement occurred.

5. If the goal clearance is not taken within 4 seconds of the goalkeeper having possession of the ball:

· A free kick is taken by the opposing team from the point on the penalty area line closest to the place of the infringement.

Corner kick Is there a way to restart the game.

A goal must be scored, directly from a corner kick, unless the ball is kicked into the opponent's goal.

A corner kick is awarded when:

· the ball completely crosses the goal line on the ground or in the air, the last player to touch it is the defending team and this will not count as a goal.

Procedure.

The ball is installed inside corner sector closest to the exit point of the ball.

· Opponents are at least 5m away from the ball until it is in play.

· The ball is kicked by a player of the attacking team.

· The ball is in play when it is kicked or touched.

· The kicker may not play the ball again until it has been touched by another player.

Violations / Penalties. An indirect free kick is taken by the opposing team if:

· The player taking the corner kick will replay the ball before it has touched another player. The free kick is taken from the place where the infringement occurred;

· a corner kick is not taken within 4 seconds of the kicker having control of the ball. The free kick is taken from the corner arc.

For any other violation:

· Corner kick is retaken.

Procedures for determining the winner of a match

Extra time and kicks from the penalty mark are ways to determine the winning team if the Competition Rules require one to be determined when the match ends in a draw.

Additional time consists of two equal periods of five minutes.

If no goal is scored within two periods of extra time, then the winner of the match is determined by kicks from the 6-meter mark.

Shots from the 6-meter mark.

· The referee chooses the goal at which the kicks will be taken.

· The referee tosses a coin and the team whose captain wins the toss chooses first or second to take the kicks.

· The referee keeps a record of the shots taken.

· Both teams take five kicks under the conditions described below.

Strikes are performed by teams in turn.

· If, before both teams have taken five kicks, one team has more goals scored than the other team can score, even if it has taken all five kicks, then the kicks are stopped.

If, after both teams have taken five kicks, each team has the same number of goals or no goals have been scored, then the kicks continue in the same order until one of the teams has scored one goal more than the other, with the same number of strokes.

· Each last kick is taken by a different player and all eligible players must do so before the player who has already kicked can take it again.

· An eligible kicker may change places with the goalkeeper at any time when taking 6-meter kicks.

· Only eligible players and match referees are allowed on the court when kicks are taken.

· All players, excluding the kicker and the two goalkeepers, must be in the half of the court opposite the one where the kicks are taken.

· The goalkeeper whose team-mate takes the penalty must be on the pitch outside the penalty area in which the kicks are taken and on the goal line where it intersects with the penalty area.

· When a team ends a match with more players than its opponents, it reduces that number to equalize it with the opposing team and informs the referee of the name and number of each exceptional player. The team captain is responsible and ensures that this requirement is met.

· Prior to kick-offs, the referee must ensure that an equal number of players from each team remain in the half of the court opposite the one where kicks are to be taken, only these players will take kicks.

5. PROGRAM OF THE TOURNAMENT
Opening of the competition. Competitions are held according to the rules of the game in mini "Football". Games are played in a round robin system. The game lasts for 10 minutes - 2 halves, a break of 3 minutes.
6. DETERMINATION OF WINNERS
The winner is determined by the lowest number of points scored.
7. AWARDING
Teams - winners are awarded with certificates and prizes.

Competition program

The participant teams line up at the stadium in 3 lines to the sounds of a sports march.
Teacher: welcomes the participants of the competition, wishes them success and “May the strongest win!”. Represents the referee team, which consists of high school students. The draw is held and the teams go to the warm-up, at the whistle of the referee the match begins. Two matches are held at the stadium at once, 5 classes play on one half, 6 classes on the other. Then the blitz is a tournament between the winners.


During breaks, music is played and dance groups perform. The guys discuss, work out their tactical actions.
Change platforms and continue the game.

Having played all the games, the teacher sums up the results, the teams of winners and prize-winners are awarded.
Also awarded best player meetings, scorer more balls.

2. Place and time of the event.

Mini-football competitions are held at the sports ground of secondary school No. 4 in Syktyvkar.

3. Competitors.

Teams of 5 classes in the team are allowed to participate in the tournament: 3 field players, 1 goalkeeper, substitutions are allowed.

4. Conducting system.

The tournament is held according to the Olympic system. Refereeing is carried out according to the rules of mini-football. The game consists of 2 halves of 5 minutes, a break between halves of 2 minutes.

5. Determining the winners and rewarding.

The winner is determined by the winning games. In case of equality of points scored by two or more teams on additional indicators.

For the first place a certificate of 1 degree is awarded, for the second 2 degrees, for the third 3 degrees, for the fourth place a certificate for participation is awarded. A diploma is also awarded to the recognized best striker.
