With the introduction of the HIGH AVAILABILITY regime for the authorities and forces of constant readiness in the structural divisions of the central office, territorial bodies of the Ministry of Emergency Situations of Russia, divisions of the FPS, SVF, ESF, VGSCh, GIMS and organizations of the Ministry of Emergency Situations of Russia, the following activities are carried out (in accordance with the tasks and functions assigned to them ):

A) notification and collection of the management team is carried out (if necessary, round-the-clock duty of the management team is organized);

B) the readiness for departure to the zone of possible emergency situations of operational groups and forces of constant readiness is checked;

C) the activities of action plans (interaction) of the territorial bodies of the EMERCOM of Russia, passports of the territories of the constituent entities of the Russian Federation, municipalities, settlements, passports of potentially dangerous objects, objects of the system of social protection of the population and objects with mass stay of people are clarified, continuous collection and evaluation of data is carried out situation in the area of ​​a possible emergency;

D) the composition of the operational headquarters for the liquidation of emergencies is specified;

E) the tasks of the subdivisions are specified, the orders necessary to prepare for the fulfillment of tasks for the intended purpose are given;

E) takes part in the implementation of additional measures to protect the population and territories from emergencies, specified in paragraph 5 of article 4.1 of the Federal Law of December 21, 1994 No. 68-FZ "On the protection of the population and territories from natural and man-made emergencies", and Informing the population about the threat of emergencies is also organized. When introducing a HIGH READINESS mode for the full composition of the forces of the Russian Emergencies Ministry in structural divisions of the central office, territorial bodies of the Russian Emergencies Ministry, divisions of the Federal Border Guard Service, SVF, ESF, VGSCh, GIMS and organizations of the Russian Emergencies Ministry, in addition to activities specified in paragraph 4.1, the following activities are carried out:

A) management bodies are transferred to an enhanced mode of operation (round-the-clock duty of the management staff is organized, as well as, by decision of the relevant head, officials of the management body);

B) strengthening of operational duty shifts of management bodies, duty shifts of subdivisions (if necessary) is organized;

C) forces of constant readiness, operational groups are sent to the zone of possible emergency situations (if necessary);

D) the work of operational headquarters for the elimination of emergencies of the territorial bodies of the Ministry of Emergency Situations of Russia is organized, proposals are being prepared for collecting commissions for the prevention and elimination of emergency situations and ensuring fire safety of the executive authorities of the constituent entities of the Russian Federation and local governments; e) are prepared for departure to the zone of possible emergencies mobile control points;

E) automobile, other fire and rescue equipment, equipment and equipment (other property in accordance with approved calculations or additional orders) are made ready for release and use;

3) AFF located in the areas of exercises and training centers return to their permanent deployment points;

I) the possibility of using the duty aviation forces in the places of deployment is specified;

K) the calculation of the personnel remaining in the points of permanent deployment is specified;

K) organizing the adoption of operational measures to prevent the occurrence and development of emergencies, reduce the amount of damage and losses in the event of their occurrence.

When an EMERGENCY regime is introduced for the authorities and forces of the Ministry of Emergency Situations of Russia, the measures specified in clauses 4.1 and 4.2 are carried out, if they have not been performed earlier and additionally:

A) interaction is organized with the executive authorities of the constituent entities of the Russian Federation, local governments and organizations to notify the population about an emergency situation and the procedure for their actions;

B) the promotion of mobile command posts, forces and means of the Russian Emergencies Ministry to the emergency zone is carried out and their work is organized;

C) work is organized to eliminate emergency situations and provide comprehensive support for the actions of the forces and means of the Russian Emergencies Ministry;

D) arrangements are made for the priority life support of the affected population, and other urgent measures;

E) interaction is organized with federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local authorities and organizations on the elimination of emergencies and their consequences; e) continuous collection, analysis and exchange of information about the situation in the emergency zone and the progress of work is organized and carried out for its liquidation.

Control of readiness for use for its intended purpose in peacetime

Control over the state of readiness of the territorial bodies of the EMERCOM of Russia, units of the FPS, SVF, ESF, VGSCh, GIMS and organizations of the EMERCOM of Russia for use for their intended purpose in peacetime is carried out by:

A) when they are used to eliminate emergencies (threats of emergencies);

B) during scheduled (inspector, comprehensive, final) inspections, exercises (trainings) and surprise inspections. To the chiefs (leaders) on bringing subordinate forces into readiness for use for their intended purpose in peacetime and their use in the event of a threat and the occurrence of an emergency, as well as during scheduled inspections (inspectors, comprehensive, final), exercises (trainings) and sudden inspections of the state of readiness to immediately report to the immediate superiors (managers). The report to the Ministry of Emergency Situations of Russia is carried out through the senior operational duty officer - duty deputy head of the NTSUKS.

Control over the organization and conduct of inspections of the state of readiness of the structural units of the central office, territorial bodies of the Ministry of Emergency Situations of Russia, units of the Federal Border Guard Service, SVF, ESF, VGSCh, GIMS and organizations of the Ministry of Emergency Situations of Russia to bring them into readiness for use for their intended purpose is carried out by decision:

Minister, Deputy Ministers, chief military expert, chief state inspector of the Russian Federation for fire supervision - structural divisions of the central office, territorial bodies of the Ministry of Emergency Situations of Russia, divisions of the FPS, SVF, ESF, VGSCH, GIMS and organizations of the Russian Ministry of Emergency Situations;

Head of the regional center of the EMERCOM of Russia - subordinate units of the regional center of the EMERCOM of Russia, the main departments of the EMERCOM of Russia for the constituent entities of the Russian Federation and their subordinate units;

Head of the main department of the EMERCOM of Russia for the subject of the Russian Federation - units subordinate to the main department of the EMERCOM of Russia for the subject of the Russian Federation;

Head (head) of the subdivision of the FPS, SVF, ESF, GIMS and organizations of the Ministry of Emergency Situations of Russia personally - subordinate units, ESF and organizations;

Another official - by written order of the relevant head (manager), who has been granted the right to check.

After the completion of work on the elimination of emergencies, measures are taken to analyze, describe and study the actions of the authorities, forces and means of the RSChS to eliminate natural and man-made emergencies in accordance with methodological recommendations dated 10.07.2012 No. 2-4-87-14-28.V ten days after the completion of work on the elimination of emergencies, the supply departments (offices) of the central office of the Ministry of Emergency Situations of Russia are provided with information confirmed and necessary for reimbursement of funding volumes with the application of verified primary documents.

General provisions

This Plan was developed in accordance with Decree of the Government of the Russian Federation of December 30, 2003 No. 794 "On the unified state system for the prevention and elimination of emergency situations" and establishes the procedure for bringing the structural units of the central apparatus of the EMERCOM of Russia into readiness for use for their intended purpose in peacetime.

By the decision of the Minister of the Russian Federation for Civil Defense, Emergencies and Disaster Relief (hereinafter referred to as the Minister), in the event of a threat or occurrence of an emergency, the following modes of operation are introduced for the structural units of the central apparatus of the EMERCOM of Russia:

Notification and gathering of the leadership of the EMERCOM of Russia, heads of structural divisions of the central office of the EMERCOM of Russia, institutions and organizations of the EMERCOM of Russia of central subordination (by decision of the director of the Department of Civil Protection in agreement with the Deputy Minister (head of the working group of the Government Commission for the Prevention and Elimination of Emergencies and Fire Safety) in the event of a threat and the occurrence of emergencies of an interregional and federal nature (hereinafter referred to as the working group of the Government Commission)); notification and collection of the operational headquarters of the working group of the Government Commission (by decision of the head of the working group of the Government Commission);

Alert to duty forces federal bodies executive power, executive power bodies of the constituent entities of the Russian Federation, local governments and organizations;

The overall coordination of the work of the structural subdivisions of the central office of the EMERCOM of Russia, institutions and organizations of the EMERCOM of Russia of central subordination, involved in the implementation of relevant measures in the event of a threat, occurrence or elimination of the consequences of an emergency, is assigned to the Department of Civil Protection.

In the event of a threat, occurrence or elimination of the consequences of an emergency abroad, the overall coordination of the work of the structural units of the central office, institutions and organizations of the EMERCOM of Russia involved in the implementation of relevant measures, and the organization of work on emergency response abroad are assigned to the Department of International Activities. Weekend adventure. Team "Na Grani" Rope jumping Krasnoyarsk, jumps in Novosibirsk, 113 meters tower.

Part one.
We're going, we're going, we're going...

If you ask a knowledgeable person about how long it takes to get to Novosibirsk by car, the answer will be: "12-13 hours." Those who are especially skilled will say that they reached it in 10. We managed to cover these 800 kilometers along the M-53 highway in about 38 hours. The reason for this was the climatic conditions and our inattention in part and His Majesty the case. The variety of poses in which fate bent us throughout the journey is surprising. But first things first.

So, the long-awaited Friday morning, we traditionally meet at a gas station located on the outskirts of the city, local time is 6.30 am. They decided to go by 3 cars: Nissan Hell - Fedya (driver), Tolya, Borya; Honda Domani - Vasya (driver), Andryukha, Seva; Subaru WareX - Vitalya (driver), me and Sanya - 3 people each to make it more convenient, especially on the way back we had to pick up two more, Kolya and Vadim, who went by train. We stock up on the road with provisions and move forward. What happened on the track can most likely be called a blizzard. Well, how's the blizzard? In today's Internet spammer terms, I would call it "hard anal jihad" for the driver. You catch up with the truck and visibility is zero, overtake at random, an oncoming lane rushes by and again nothing is visible. Pilots call it "I'm going on instruments." We drove slowly and waited until it became light, so that it would be easier to move around. A call from Tolya (driving in a Nissan): “We drove into a snowdrift, everything is in order, we have already dug out, wait for us.” Stop, they catch up with us and continue on our way.

Finally, it begins to get light, but we are not going fast, because it is still sweeping. Until Achinsk remains kilometers 15-20. And then our Subaru catches right side snow on the side of the road, and the car carries straight off the track into a snowdrift.

The sensations are certainly sharp, the picture before my eyes is like a recording of a camera installed in some kind of rally car, the sound of snow gathering in the fender liner and beating on the bottom of the car, which is getting louder, and at the end the windshield is covered with a wave of snow, we stop. We get out of the car to assess the scale of what happened, and of course we laugh wildly, realizing that we ourselves are in order and the car is practically intact (only the threshold is torn off). The speed was about 80 km / h, but this was enough for VeReX to dig a trench, more like a trace from the landing of a small aircraft. The others catch up with us and start excavations, at the same time trying to start the engine. The guys braked the UAZ, which helped us pull our pepelats onto the roadway, we thank the men, and we continue to start up. After long attempts to turn the starter, the engine starts to seize, but judging by the sound, several cylinders are working, and soon it says “Khkryak” at all and refuses to respond to all attempts to bring it in. Unfortunately for auto mechanics, we don’t have much and most of our knowledge in this area is limited to changing the oil and other little things, so we call a tow truck from Krasnoyarsk and after several hours of waiting, a big orange truck takes Subaru home.


By the way, during the waiting time we managed to do a lot: sleep, get mad, Andryukha and Tolya went to the neighboring village to the store and we had a bite to eat with “extraordinarily satisfying” corn sticks.

We have two cars left. The options to return home, no doubt, were spinning in the minds of many, but no one spoke about this, and after a short gathering and ramming things into cars, we continue on our way. Now we were already driving loaded "to the eyeballs", 4 people in Nissan and 5 in Honda. Everyone is in a positive mood, even Vitali, whose car was sent back to the city. Refueling in Achinsk and snow-covered track again. Along the way, a sign on the highway “st. Vagino ”, it would seem, nothing special, but everyone puts emphasis on the measure of their depravity, and everyone turned out to be spoiled in the car, so the mood improved. We have seen plenty of such names as this one: Mochishche, Vitaminka, the Vlasikha River (probably named after Andryukha), Latvians and so on. It was fun to drive, probably there were no such moments when the laughter in the car stopped.

After Bogotol, Vasya said that he wanted to sleep and handed over control to Andryukha. The weather does not change, it will soon get dark. We're going slowly. We caught up with another truck, and went to overtake, Honda catches a snowdrift on the side of the road with its left side, and again a familiar picture before our eyes and this sound of a car burrowing into the snow. We flew away again, although this time not so far, because. the speed was not more than 60 km / h. Deja vu, at that moment Vitaly and I burst into laughter. We fall out of the car and start digging. The crew of the traffic police stopped, following in the opposite direction: “What for overtook that? On figs at all went? The weather is such, there are so many accidents on the highway”, seeing that everything is “in order” with us, they left. We dig out the car, another car with police officers drives up and helps us rescue Honda from the snowdrift. Started, brushed off and again on the road. After 10 kilometers, the music in the car starts to stutter and Andryukha notifies us that the charge has disappeared. We stop, open the hood and after a short inspection we find a torn alternator belt ...

"Darkness" (c). Slowly, we reached the nearest cafe called "Captain" and went to warm ourselves and drink tea, at the same time deciding to discuss the circumstances and decide how we can get out of this situation. We managed to find out from the girl behind the counter that we did not reach the nearest settlement of Mariinsk for 30 kilometers, and the men, having heard a conversation about a torn belt, hinted to us that at that time we would hardly find the necessary spare parts there. The attempt is not torture, we go to Mariinsk on Nissan, we drive very carefully, since this is still our last car that can move independently. The time is 19:30, we go to one store, there is nothing, in another - the result is the same, we pop into a couple of service stations - it's empty. We decide to spend the night near the cafe, at least some kind of civilization, warmth and food. On the way to the "Captain" we see another brother in misfortune - a man and his wife flew off the road on the Odyssey. They dug up, braked a passing jeep, pulled it onto the road. For good luck, we decided to ask for a belt (also a Honda, after all), there is some one says, there was hope in my soul. We find our torn one, compare it, damn it ... it doesn’t fit in length, although if it did, it would most likely be a miracle, this probably only happens in the movies. We returned to the rest of the participants of our trip. Andryukha and the rest at that moment were trying to invent a belt substitute, the sewn cord turned the generator, but soon stretched and began to slip, and the second time it broke completely and we decided not to experiment anymore, threw wires from Nissan to the Honda battery and went to dinner.


We learned from the staff that there are a lot of all sorts of towers around. Well, we have an alternative option if that. Having eaten heavily and changed into dry clothes, (after digging out the cars my boots and pants were soaked through) we went to bed. Well, how to sleep? Have you ever tried to spend the night in the same car five of us? If you think that it is not comfortable to sleep on your old sofa, then be sure to try a sit-down overnight in a car, after that it will seem like a luxury to you. It was not possible to sleep so much, the dream turned into an expectation of the morning.


An alarm clock is rarely welcome, but not this time. Wow, morning. Pancakes and tea for breakfast, thank you Cafe Captain. It is already light outside, and we are going to Mariinsk in the hope of repairing the Honda. We do not turn on the stove to save the battery, so we drive with the windows open so that the windows do not fog up, which helps us to cheer up in the morning and wake up. In the city itself we find a store with spare parts, and when the seller answers our question about the belt: “Yes, there is one, 280 rubles,” we breathe a sigh of relief and buy a belt, even two just in case. So all is not lost. We drive the car to the service station and wait again. Visually, the body structure of the auto mechanics working on our car was normal with arms growing out of the right place, but still they managed to rip the nut off the belt pulley and drag out our wait for at least another hour. Soon they nevertheless managed to rehabilitate themselves, and with the help of welding and a sledgehammer, the roller was nevertheless removed and a new belt was installed.


Saturday 12:00. Let's all get together. Initially, the trip was designed for 3 days: Friday - the way there, Saturday - jumping, Sunday - the way home. Definitely one day of the planned ones is lost, on Monday some have things to do, work, study. But what about our goal, jumping, what about those who left by train, and in general, did we go in vain? We're going to Novosibirsk, it's decided!

Our caravan leaves for the track, refueling and on the road again. Everyone is in a positive mood, there is still laughter and jokes. In general, during the trip, I realized that in our company it is impossible to be sad or despair. We still have 500 kilometers to go.

When 5 people are in a cramped car for a long time, sooner or later a struggle for territory and resources begins. And then it was born a new game“Politics”, everything is like in the real world: coalitions, diplomacy, non-aggression pacts, improvised weapons, etc. An exciting activity to kill time on the road, the main thing is not to disturb the driver. Near Kemerovo we see another VeReX in a snowdrift, this one was less fortunate, lying on the roof. We stop, but the men say that everything is in order and no help is needed, and we move on. In Kemerovo again refueling and a snack, there is not much left. The weather conditions improved a little, but we still drove slowly, because. everyone has already understood the meaning of the proverb “You go slower, you will continue”.

Signs on the highway "Novosibirsk 120", "Novosibirsk 80", "Novosibirsk 35" and here it is a white plate on which "Novosibirsk" is written in black letters, we entered the city.

Part two.

Novosibirsk, jumping.

Roman from the Novosibirsk team "NSky" met us in the city. We went to our place of residence. Another member of the local jump team, Denis, kindly let us live in his one-room apartment, for which, of course, many thanks to him. And then dinner, discussion of plans for the coming days, drying things and spending the night, spending the night in lying position- it's a thrill. The Novosibirsk guys a little earlier offered to conquer a new jump object, a bridge, that night, but we already had little strength, and the next day we had a lot of work to do jumping from the tower, so only four of ours went, Vadim, Kolya, who arrived by train , Magikanen and Borya.


Sunday. We get up at 5.30 local time, have breakfast with delicious Chinese noodles, short preparations and go to the tower located on the other side of the city.

And here it is, a tower of 113 meters.


Light snow and wind in the field. We arrived just in time for dawn and began to look for a way to get to the tower, because. to fasten the base ropes at the bottom was calculated specifically for the car. Roma drove up, and on his all-wheel drive Subarik he managed to make his way through the snowy field to the supposed place where the ropes would be attached. They brought all the equipment, divided duties, and active work began on hanging ropes at the facility.

I, Vitalya, Sanya and Seva climbed up, threw off a long rope, pulled up a 200-meter rope, so that the guys below could use it to lift the already prepared equipment for us.


The base was made as simple as possible from double local loops for the supporting pipes of the tower, securing the loops of the base with one more rope, the same for the brake ropes. The base ropes were increased in length and pulled, the total length was about 270 meters. We pulled the bases with a car, hung jumping ropes, carabiners, knots and protectors on which, the guys had already prepared below.

So, the first jump.


Vadim Lysy was the first to jump. was already really late for the train home (his job, unfortunately, did not allow him to stay with us). We make a jump rope with a margin of height for the first jump, 30 meters. "Ready... Seth... GO!" The first one went. The base gently picked up. We started descending, but due to a short jumping mustache, the brake rope was not enough to the ground, and Vadim had to be lowered using a 5mm cord. Bald on the ground, waving to us from below and leaving for the station. System return to initial position at first it took a lot of time. brake ropes for safety reasons were fixed 20 meters below the base, but at the end of the jumping day, the actions became more coordinated, and the process went faster. After our second jump, basers climbed the tower, a little preparation, mood, it was 2-way, flight, popping canopies and 2 soaring wings against the background of snow, beauty. We continue to jump.

Time for my jump, I put on the harness, the jitters are present. And where without it? Height 113 meters, ours on this moment the tallest object. I'm on the edge. I realize that here it is, this very moment for which we came here, emotions overwhelm, I give the go-ahead to the operators, the countdown ... a long fall and incredible calmness during the flight, these feelings are familiar to me, but every time they bring pleasure. And then everything is as usual, an almost imperceptible grab of the ropes, a cry of joy and a descent down. The guys helped to remove the harness. "Free". I'm lying on the snow, periodically sharing my impressions with those who are nearby, it's just COOL.

It began to get dark, Vitalya jumped the last one that day.


Seven jumps were made before dark. Everyone did not have time, they decided to jump in the morning the next day, because. it was too dangerous at night, which meant that our plans changed again and we stayed in Novosibirsk for another day.

We tightened the harness up, unfastened the base ropes from the car and went to spend the night. Something is getting colder. We cooked potatoes at home, surprisingly there was even enough for everyone, had dinner, some beer and sleep. Forecast for tomorrow -25 -27. We go to sleep.

Part three.

Jumping. Real scumbags.

Monday. Rise at 5.30. We drank tea, prepared sandwiches to take with us, and, having gathered, again moved to the tower. Ice, there is a digital board at the station, on which bright LEDs show us the figure of -28 degrees Celsius. And how many then in the field? And at the very top?


Getting out of the car near the tower, we realized that it really wouldn’t be hot today. Frost grabbed yesterday's track, and we managed to drive a Honda to the place where the ropes were attached. We fastened the carbines, pulled the bases, the jumps continue. It was Vasya's turn to jump, we must pay tribute to his perseverance, because climbing a tower with a plaster on his arm (a few days before the trip he broke his arm while snowboarding) is not an easy task. Frost and a slight wind at the top forced us to do everything extremely quickly. Before noon, six jumps were made, all the members of the team jumped off and we began to remove the ropes. Frozen, but happy, we roll up the equipment and tamp it down on the cars. Decided to go home tonight. Returning to the apartment, we ate and rested before the road. Saying goodbye and thanking the Novosibirsk guys, we hit the road.

Part four.

The road home and reasoning about what has been achieved.

The way back took us about 17 hours, with all the snacks, stops and a two-hour sleep near the cafe "Captain". We drove extremely carefully, because the prospect of getting up on the track at -30 degrees was not very pleasing. And again famous proverb about how you ride and where you will be at the same time, worked. We arrived in Krasnoyarsk at about 2 pm with the natural desires of everyone: to wash and sleep.


On the way, we talked a lot about the whole trip as a whole, too many thoughts were spinning in my head to express everything in one sentence. We achieved our goal despite all the circumstances, we did not stop halfway when the situation favored it. Against all odds, we did what we wanted to do and, undoubtedly, it made us stronger, united us to a greater extent, and, it seemed to me, now we pushed our limit one step further.
