From September 1, we will have a new Procedure for holding the All-Russian Olympiad for schoolchildren (previously it was called “Regulations”). The next project has been published on rosolymp.ru. I read it and tell you what has changed.


Clause 5 determines that the organizer school stage is “a local government body of a municipal district or urban district that carries out management in the field of education.” Previously, it was an educational institution. And the organizer of the school stage is approved by the organizing committee and the jury of the school stage, i.e. now the jury of the school stage this provision- this is not just any school teacher. Probably, the goal is to conduct a real school stage, and not a fictitious one - not in every school, not so “massive”, but simultaneously in all schools, with the same tasks, real testing, etc. This is new, you may have to organize the school stage. Clause 12. The quota for the number of winners of the final stage of the Olympiad has been reduced to 8%, for the number of winners and prize-winners - to 35% (from 10 to 45). These quotas are a separate reason for discussion, but let us note the fact of the reduction. By the way, in the RSR Olympiads the quotas have always been the same (8 and 35).

Clause 16. Central subject-methodological commissions have the right to re-check the work of the regional stage based on a complaint to the Ministry. Also, the commission, together with the organizing committee, considers complaints about the evaluation of the final stage works, if the participant and the jury could not agree on the evaluation of the works. This rule was also in the old Regulations, but it is doubtful that the jury of the final stage and the methodological commission consist of practically the same people, which, for example, is prohibited in the procedure for holding RSR Olympiads. But previously the mechanism for appealing to the central methodological commission was not specified, now it is written (clause 69) - “In case of disagreement with the results of the appeal, a participant in the regional or final stages of the Olympiad has the right to appeal to the Central Subject Methodological Commission within seven calendar days after the end of the appeal procedure commission on a general education subject with an application to revise the assigned points." I wonder HOW you can contact the central subject-methodological commission?

Clause 22. It is written that “The school stage of the Olympiad is carried out according to tasks based on the content educational programs general education with in-depth study of general education subjects in grades 5 - 11." This helps answer questions like “why in the Informatics Olympiad there are only problems on programming, which is not in the school curriculum”?

Point 25 clearly allows participation in the Olympiad for higher grades, while the opportunity to “jump” to the senior grade is available at every stage, but it is no longer possible to return back to the junior grade. The question is not very clear - if an 8th grader went to participate in the Olympiad for the 9th grade and became a winner at the regional stage, can he immediately participate in the regional stage next year as a 9th grader?

Clause 33. The mechanism for participation in the final stage of the winners and prize-winners of the previous stage who have scored a certain number of points has been moved to the regional and municipal stages. That is, the school stage takes place everywhere at the same time and in the same way; passage to the municipal stage is determined by the number of points scored at the school stage.

Clause 42. The works of the winners and prize-winners of the regional stage are published on the Internet without indicating “personal data”. It is not clear whether this means that the work is impersonal. In principle, publishing only a person's first and last name does not constitute publication of personal data. And if the work is impersonal, will the results of its verification by the regional jury be published? If so, then based on the published protocol and the results of the check, the names can be restored. It would be nice to explicitly indicate in the Order that not only the works are published, but also the results of their evaluation by the jury.

Clause 42. The 25% limit on the number of winners at the regional stage of the Olympiad has been cancelled. This will make it easier for us to hold the regional stage - previously we had up to 400 participants in the regional stage in Moscow, so that we could issue 100 diplomas for winners. Now, perhaps, the number of participants in the regional stage will decrease. This will also make it possible to complicate the tasks of the municipal stage, which were previously very simple in Moscow. In fact, the old function of the municipal stage in Moscow can be transferred to the school stage if it is actually carried out according to general rules.

Paragraph 47. “The composition of the jury at the regional stage of the Olympiad changes annually by no less than a fifth of the total number of members of the previous year, while none of the jury members can be a member of it for more than five years in a row” - this is something completely new. .. I wonder if this clause has retroactive effect? If so, then next year all meaningful people from the jury of the regional stage will have to be kicked out...

Clause 55. “Delivery of Olympiad assignments to the organizing committees of the final stage of the Olympiad is carried out by the Ministry of Education and Science of Russia on electronic media in encrypted form.” Will the assignments for the final stage of the All-Russian Olympiad in Informatics be done IN ADVANCE? In general, of course, the method turns out funny. The commission does the tasks, submits them to the Ministry, then sends them in encrypted form to the organizing committee, where they are deciphered and passed on to the jury, which for the most part coincides with the method commission! That is, it would all work if there were a jury and a method. commission did not overlap. And it is simply impossible to do without intersections here.

Clause 58. “All workplaces of Olympiad participants must provide equal conditions for Olympiad participants and comply with the sanitary and epidemiological rules and regulations in force at the time of the Olympiad” - oh, I remind you about the mandatory 4.5 square meters of space to accommodate one computer!

Clause 59. “Representatives of the organizer of the Olympiad, the organizing committee and the jury of the corresponding stage of the Olympiad, public observers accredited in the manner established by the Ministry of Education and Science of Russia have the right to be present at the venue of the Olympiad” - also new. I wonder if this mechanism will actually work?

Order of the Ministry of Education and Science of Russia dated November 18, 2013 N 1252 (registered with the Ministry of Justice of the Russian Federation on January 21, 2014 Registration N 31060) approved a new procedure for holding the All-Russian Olympiad for schoolchildren.

The All-Russian Olympiad for schoolchildren is held in 19 subjects, incl. in economics, law, physical education, art, ecology, astronomy and technology. The Olympiad includes school, municipal, regional and final stages.

The deadline for completing the school stage of the Olympiad is no later than October 15, the municipal stage is no later than December 25, the regional stage is no later than February 25, the final stage of the Olympiad is no later than April 30.

The specific dates and venues for the final stage of the Olympiad for each general education subject are established by the Russian Ministry of Education and Science.

Participation in the All-Russian Olympiad is free. The new order specifically stipulates that it is prohibited to charge participants. The budget should include expenses not only for travel, accommodation and food, but also for health insurance and excursion services for accompanying persons.

Students from grades 5 to 11 can participate in the school stage of the All-Russian Olympiad.

The municipal stage is held for students from grades 7 to 11. Moreover, if the student is well prepared and ready to perform more complex tasks, he can take assignments from higher classes. And if such a student passes next stage Olympiads, he will be offered assignments for the class he has chosen.

The regional and final stages of the Olympiad are carried out according to tasks developed by the central subject-methodological commissions, based on the content of educational programs of basic general and secondary general education at an advanced level and the corresponding focus (profile), for grades 9-11.

The share of winners and runners-up is 30 percent of the number of participants in the final stage. At the same time, 8 percent of the winners of the Olympiad receive the right to enter a university without exams and receive cash bonuses.

Requirements for participants are becoming more stringent. For example, for violating the rules at the All-Russian Olympiad, they may be removed from the audience. And the violator will no longer be able to participate in the Olympics this year.

Employees of the central subject-methodological commission of the Olympiad have the right to selectively recheck any work of a participant at the regional stage.

The appeal hearing will be videotaped. Before the appeal, the organizers must tell and show the student exactly by what criteria his work was assessed and what in it does not meet the requirements.

The composition of the jury of the Olympiad must change at least once every five years, and be renewed by no less than a fifth.

In total, the All-Russian Olympiad for schoolchildren 2017-2018 includes four stages on the scale of school, municipal, regional and final subject competitions; The score for passing to the next stage is set by the organizers of the event and the commissions of the Olympiad. The number of competition participants is steadily growing and amounts to over 6 million people. What is the All-Russian Olympiad for schoolchildren

Rules

The organizer of the competition is the Ministry of Education and Science Russian Federation, which approves the composition of the Central Organizing Committee and the Central Educational and Methodological Commissions. The compilation of the texts of the Olympiad assignments is carried out by the Central subject-methodological commissions, whose composition is approved by the Russian Education Agency. The organizers of the competition approve the composition of the jury, which evaluates the results of the Olympiad tasks. And the winner of the regional competition will go to All-Russian stage.

Every student at a Russian educational institution can take part in this competition. Dates of the Olympiad 2017-2018

School stages of the 2017-2018 All-Russian Olympiad are held in local schools at the beginning academic year, in October. Municipal tours start in early December and continue until the New Year. Then the schoolchildren are given a break - the regional stage begins at the end of January and ends in mid-February. Deadlines final round change annually. The competition consists of four stages: school, municipal, regional and all-Russian.

School tour

The school tour is conducted by educational institutions in October-November. At this level, students of grades 5-11 try their hand (students of grade 4 of general education institutions can also participate in competitions in Russian language and mathematics). Municipal stage

The municipal stage of the All-Russian Olympiad is held by local government educational bodies in November-December. Winners take part in the city Olympiad school tour or students who won the municipal round of the previous year in subjects (if they continue to study at this school).

Regional stage

The organizers of the regional stage are the state authorities of the constituent entities of the Russian Federation in the educational sphere. Held in January-February. At this level, participants are students of grades 9-11 of educational institutions, winners and prize-winners of previous stages and the first stage, if the school is located outside the Russian Federation.

Recently, there have been rumors in the Olympiad community about changes in the procedure for selecting participants in the final stage of the All-Russian Olympiad for schoolchildren and about the abolition of prizes for winners and runners-up. We asked about this Nina Arkadyevna Sveshnikova, consultant to the department of state policy in the field of general education of the Russian Ministry of Education and Science.

Is it true that next year quotas will be introduced for the number of participants in the final stage of the All-Russian Olympiad for schoolchildren for each region?

N. A. Sveshnikova: I can’t say anything on this issue, but at a meeting of the central organizing committee of the All-Russian Olympiad for schoolchildren, which took place in January of this year, it was decided to create a working group to develop a new draft procedure for the All-Russian Olympiad for schoolchildren. And, naturally, the procedure will provide for the introduction of some changes, including, obviously, the very procedure for selecting children for the final stage of the All-Russian Olympiad for schoolchildren.

And this will be decided not only by the Ministry of Education, whose representatives will undoubtedly be part of the working group. Usually, when we develop documents of such a level and order that affect the interests of a huge number of children, which extend to the entire Russian Federation, we involve representatives of the pedagogical community. When we developed the previous procedure, we included [the working group] representatives from both the Federation Council and State Duma and CPMC chairmen and managers educational organizations, both secondary and higher education.

That is, we cannot stop there, we must move forward and, in general, improve the regulatory framework of such a powerful, large-scale intellectual competition as the All-Russian School Olympiad. Well, here people’s opinions will be taken into account; different positions and different points of view may collide. But I think that the decision will be reasonable, still wise and correct.

Will prizes be awarded to the winners and runners-up of the final stage of the All-Russian Olympiad for schoolchildren this year?

N. A. Sveshnikova: The Decree of the President of the Russian Federation on prizes to support talented youth was in effect until 2016. It expired last year and was not renewed. But the administration of the President of the Russian Federation and the Ministry of Education of the Russian Federation still did not abandon this issue. I think they'll come up with something new.

But we must remember that children are still well supported at the federal level. These presidential grants for talented children, aimed at the period of their study in an educational organization of higher education, they are also worth a lot. Imagine, during all the years of study, the winner or prize-winner can be selected to receive such a grant and receive this award, no longer 20, not 30, not 60 thousand, but 20 thousand monthly. This is a very large state support for talented and gifted children.

  1. General provisions

1.1. This regulation determines the status, goals and objectives of the school stage of the All-Russian Olympiad for Schoolchildren (hereinafter referred to as the Olympiad), as well as the procedure for holding the Olympiad.

1.2. The Olympiad is held with the aim of identifying and developing creative abilities and interest in research activities among students in educational institutions, and increasing their competitiveness.

1.3. The main objectives of the Olympiad are to stimulate and motivate the intellectual development of students, support gifted students, assist in their professional self-determination, improve the quality of teaching general education subjects, and improve methods of working with gifted students.

1.4. The organizer of the school stage is the Education Committee of the Volkhov Municipal District Administration.

1.5. The Olympics are held on the following subjects: astronomy, biology, English language, basics of life safety, art (world artistic culture), literature, geography, social studies, economics, technology, mathematics, ecology, computer science and ICT, Russian language, chemistry, history, physics, German, law, physical culture.

1.6. To carry out the organization, conduct and methodological support of the Olympiad, an organizing committee of the Olympiad is created, the composition of which is approved by order of the Education Committee of the administration of the Volkhov municipal district.

1.7. The organizer of the school stage of the Olympics approves the composition of the jury for each subject; establishes the number of points for each subject and class required for participation in the municipal stage of the Olympiad, in agreement with the municipal subject-methodological commissions.

1.8. The organizer of the school stage of the Olympiad approves the composition of the subject-methodological commissions of the Olympiad for each subject, which draw up Olympiad tasks based on the content of advanced level educational programs.

1.9. Representatives of the organizer of the Olympics, the jury of the corresponding stage of the Olympics, as well as persons accredited as public observers have the right to be present at the venue of the Olympics.

1.10. The school stage jury performs the following functions:

1.10.1. Conducts checks and evaluates the performance of theoretical and experimental tasks by Olympiad participants;

1.10.2. Determines winners and runners-up;

1.10.3. Conducts an analysis of Olympiad tasks and their solutions with participants;

1.10.3. Considers in person appeals about disagreement with the awarded points within two days from the date of the Olympiad;

1.10.4. Submit protocols to the organizer of the school stage within three days from the date of the Olympiad.

  1. Holding the school stage of the Olympics

2.1. Participants in the school stage of the Olympics on a voluntary basis are students in grades 4-11.

2.2. Participants in the school stage of the Olympiad have the right to complete Olympiad tasks developed for higher grades. If they qualify for the municipal stage, these participants complete Olympiad tasks developed for the class they chose at the school stage of the Olympiad.

2.3. The school stage is organized and conducted by general education organizations.

2.4. The school stage of the Olympiad is carried out according to tasks developed by municipal subject-methodological commissions.

2.5. Olympiad assignments are sent to educational organizations by e-mail at 8.30 am on the day of the Olympiad.

2.6. The organizer of the school stage ensures the confidentiality of the Olympiad tasks;

2.7. A representative of the organizing committee from each educational organization ensures the collection and storage of statements from parents (legal representatives) of consent to the collection, storage, use, and distribution of personal data of their minor children; determines quotas of winners and prize-winners of the school stage for each general education subject.

2.8. Representatives of the organizing committee of the school stage of the Olympiad in each general education organization instruct the Olympiad participants - inform the participants about the duration of work, the procedure for appealing about disagreement with the awarded points, and the procedure for familiarizing themselves with the results of the Olympiad.

2.9. All workplaces of participants in the school stage of the Olympiad must provide equal conditions for Olympiad participants and comply with sanitary and epidemiological rules and regulations.

2.10. During the school stage of the Olympiad, participants:

- must follow the instructions of the representatives of the organizer of the Olympiad;

- do not have the right to communicate with each other, move freely around the audience;

- has the right to have reference materials, communications and electronic computer equipment permitted for use during the Olympiad.

2.11. Individual results of participants in the school stage of the Olympiad, indicating information about the participants (last name, initials, class, number of points) are entered into the protocol (rating table) of results in a general education subject, which is a ranked list of participants, arranged in descending order of the points they scored. Participants with equal scores are listed in alphabetical order.

2.12. The results of the school stage are posted on the official websites of educational organizations on the Internet.

  1. Summing up the results of the Olympiad and awarding the winners

3.1. At the school stage of the Olympiad, the winners are determined based on the results shown by the Olympiad participants.

3.2. Students who score more than half of the maximum possible points are recognized as winners and prize-winners of the school and municipal stages. The winners are the participants who score greatest number points. If none of the participants scored more than half of the maximum possible points, then the winners and runners-up are not identified.

3.3. Winners and prize-winners of the municipal stage of the Olympics are sent to the regional stage if, based on the results of the municipal stage, they have scored the number of points required to participate in the regional stage, determined by the organizer of the regional stage.

3.4. The winners and prize-winners of the school stage of the Olympiad are awarded certificates (prizes) from the general education organization.

3.5. The quota for the number of winners and prize-winners of the municipal stage of the Olympics can be no more than 25% of the total number of participants in the stage.
