Article 22. Sports titles, sports categories. Honorary sports titles. Qualification categories of sports judges. Qualification categories of coaches and qualification categories of specialists in the field of physical culture and sports. Unified All-Russian sports classification

1. The following sports titles are established in the Russian Federation:

1) master of sports of Russia of international class;

2) master of sports of Russia;

3) grandmaster of Russia.

2. The following sports categories are established in the Russian Federation:

1) candidate for master of sports;

2) first sports category;

3) second sports category;

4) third sports category;

5) first youth sports category;

6) second youth sports category;

7) third youth sports category.

3. In the Russian Federation, the following qualification categories of sports judges are established:

1) sports judge of the All-Russian category;

2) sports judge of the first category;

3) sports judge of the second category;

4) sports judge of the third category;

5) young sports judge.

4. The Unified All-Russian Sports Classification establishes the norms and requirements, the fulfillment of which is necessary for the assignment of the corresponding sports titles and sports categories in sports included in the All-Russian Register of Sports, as well as the conditions for fulfilling these norms and requirements. The Regulations on the Unified All-Russian Sports Classification determine the content of these norms, requirements and conditions, and also establish the procedure for assigning, depriving, and restoring sports titles and sports categories in various sports.

4.1. When conferring the sports titles "Master of Sports of Russia of International Class" and "Master of Sports of Russia", a certificate of "Master of Sports of Russia of International Class" and a certificate of "Master of Sports of Russia" are issued, respectively, as well as corresponding badges, drawings and descriptions of which are approved by the federal executive body in the field of physical culture and sports.

5. The procedure for assigning, depriving, restoring qualification categories of sports judges and the content of qualification requirements for the assignment of the corresponding categories, as well as the rights and responsibilities of sports judges are established by the Regulations on sports referees. Qualification requirements for the assignment of the corresponding qualification categories of sports judges are approved by the federal executive body in the field of physical culture and sports based on proposals from all-Russian sports federations.

5.1. When assigning the qualification category of a sports judge “sports referee of the All-Russian category”, a certificate of “sports referee of the All-Russian category” and the corresponding badge are issued, the design and description of which are approved by the federal executive body in the field of physical culture and sports.

6. Sports titles and the qualification category of a sports referee “sports referee of the all-Russian category” are assigned by the federal executive body in the field of physical culture and sports in the manner established accordingly by the Regulations on sports referees.

7. The sports categories “candidate master of sports”, “first sports category” and the qualification category of a sports judge “sports judge of the first category” are assigned by executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports in the manner established accordingly by the Regulations on the Unified All-Russian Sports classification and the Regulations on sports judges. Sports categories “second sports category”, “third sports category”, qualification categories of sports judges “sports judge of the second category”, “sports judge of the third category” are assigned by local governments of municipal districts and city districts in the manner established accordingly by the Regulations on the Unified All-Russian Sports classification and the Regulations on sports judges. Sports categories “first youth sports category”, “second youth sports category”, “third youth sports category”, qualification category of sports judges “young sports judge” are assigned by physical education and sports organizations, organizations providing sports training, educational organizations operating in the field of physical culture and sports, in the manner established respectively by the Regulations on the Unified All-Russian Sports Classification and the Regulations on Sports Judges.

8. The Regulations on the Unified All-Russian Sports Classification, the Unified All-Russian Sports Classification and the Regulations on Sports Judges are approved by the federal executive body authorized by the Government of the Russian Federation.

9. Honorary sports titles are established for persons who have outstanding achievements and special services to the Russian Federation in the field of physical culture and sports. The regulations on the conferment of honorary sports titles are approved by the federal executive body in the field of physical culture and sports.

10. Sports titles and sports categories in national sports, the content of norms, requirements and conditions for their assignment, the procedure for their assignment are established by executive authorities in the field of physical culture and sports of the constituent entities of the Russian Federation, in whose territories the development of national sports is carried out. State authorities of the constituent entities of the Russian Federation, in the territories of which the development of national sports is carried out, may establish honorary sports titles in these sports. If the development of a national sport is carried out by the relevant all-Russian sports federation, sports titles, sports categories, qualification categories of sports judges for such a national sport are assigned in accordance with parts 6 and this article.

11. When conferring honorary sports titles “Honorary Sports Judge of Russia”, “Honored Coach of Russia”, “Honored Master of Sports of Russia”, the certificate “Honorary Sports Judge of Russia”, the certificate “Honored Coach of Russia” and the certificate “Honored Master of Sports of Russia” are issued respectively. , as well as the corresponding badges, drawings and descriptions of which are approved by the federal executive body in the field of physical culture and sports.

12. In the Russian Federation, the following qualification categories of trainers are established:

1) trainer of the highest qualification category;

2) coach of the first qualification category;

3) coach of the second qualification category.

13. The procedure for assigning qualification categories to coaches and the qualification requirements for assigning the corresponding categories are established by the federal executive body in the field of physical culture and sports.

14. Trainers are assigned the following qualification categories:

1) a coach of the highest qualification category and a coach of the first qualification category - to trainers operating in organizations in respect of which the federal executive body in the field of physical culture and sports exercises the functions and powers of the founder; trainer of the highest qualification category - trainers operating in organizations in respect of which the functions and powers of the founder are exercised by other federal executive authorities. These categories are assigned by the federal executive body in the field of physical culture and sports;

2) trainer of the first qualification category - trainers operating in organizations in respect of which other federal executive authorities exercise the functions and powers of the founder. The specified category is assigned by such authorities;

3) a trainer of the highest qualification category and a trainer of the first qualification category - trainers operating in organizations in respect of which the federal executive authorities do not exercise the functions and powers of the founder. These categories are assigned by executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports;

4) trainer of the second qualification category - trainers operating in organizations provided for

The Regulations on Karate Judges have been approved.

1. GENERAL PROVISIONS

These Regulations have been developed in accordance with the Order of the Ministry of Sports, Tourism and Youth Policy of the Russian Federation dated November 27, 2008. N 56, and regulates the conditions and procedure for assigning judicial categories, the rights and responsibilities of sports judges in karate.

Refereeing sports competitions is an honorable and responsible activity.

Sports judges can be citizens of the Russian Federation who have appropriate training and who have expressed a desire to take part in judging competitions.

Basic concepts:

Sports –“the sphere of socio-cultural activity as a set of sports, formed in the form of competitions and special practices of preparing a person for them” (Federal Law of December 4, 2007 N 329-FZ).

Type of sport– a part of sports that is recognized in accordance with the requirements of this Federal Law as a separate sphere of public relations, which has the appropriate rules approved in the manner established by this Federal Law, the training environment, the sports equipment used (excluding protective equipment) and equipment;

Program type- a sports competition in a specific sport or one of its disciplines, as a result of which places and (or) medals are distributed among the participants in the sports competition;

Sports discipline– sports discipline - part of a sport that has distinctive features and includes one or more types and programs of sports competitions; (KUMITE - sports fights, KATA - technical complexes).

Sports referee– an individual authorized by the organizer of a sports competition to ensure compliance with the rules of the sport and the regulations (regulations) of the sports competition, who has undergone special training and received the appropriate qualification category, who has the right to material compensation, including monetary compensation, for refereeing competitions.

2. Procedure and conditions for assigning qualification categories

"Sports Judge of the First Category", "Sports Judge

2.1.1. young sports judge;

2.1.2. sports judge of the 3rd category;

2.1.3. sports judge of the 2nd category;

2.1.4. sports judge of the 1st category;

2.1.5. sports judge of the All-Russian category (judge, referee).

2.3. Judicial categories are assigned to persons who have fulfilled the conditions for assignment of the corresponding judicial category. Fulfillment of the conditions means passing the exam, which includes theoretical and practical parts, as well as the practice of judging competitions.

2.4 Conditions for assigning judge categories:

2.4.1 "young sports judge"– assigned to persons over 14 years of age who have undergone appropriate training, passed an exam and have practice refereeing competitions in a sport.

When a “young judge” reaches sixteen years of age, subject to regular participation in judging competitions (at least 3 competitions of any level during the year), he is assigned the 3rd judicial category without additional requirements.

50 percent.

Subject to passing the theoretical exam with a positive result - no less than 50 percent.

2.4.3. 2nd category– assigned to judges over 18 years of age who have undergone appropriate training, passed an exam and have practice of judging city and (or) regional competitions, as well as competitions of constituent entities of the Russian Federation (in accordance with the qualification requirements for karate judges), but not earlier than one year after assignment to the 3rd category.

Subject to passing the theoretical exam with a positive result - no less than 60 percent.

Recertification for category 2 is carried out at least once every 2 years.

Re-certification includes a theoretical test and a practical part (participation in judging competitions over the past period).

2.4.4. 1st category– assigned to judges over the age of 21 who have undergone appropriate training, passed an exam and have practice of judging competitions of constituent entities of the Russian Federation, as well as competitions of federal districts (in accordance with the qualification requirements for karate judges), but not earlier than 2 years after assignment 2 th category.

Subject to passing the theoretical exam with a positive result - no less than 75 percent.

The presence in the certification commission of at least one member of the Judicial Committee of the Russian Karate Federation.

2.4.5. All-Russian category- assigned to judges from 24 years of age who have undergone appropriate training, passed an exam and have practice of judging competitions of constituent entities of the Russian Federation, as well as competitions of federal districts, All-Russian competitions (in accordance with the qualification requirements for karate judges), but not earlier than 2 years after assignment to the 1st category.

Subject to passing the theoretical exam with a positive result - no less than 80 percent for the qualification category - “judge of the all-Russian category”;

Subject to passing the theoretical exam with a positive result - no less than 90 percent for the qualification category - “referee of the all-Russian category”, but not earlier than 2 years after assignment of “judge of the all-Russian category”.

The exam for the All-Russian category is accepted by the Judicial Committee of the Russian Karate Federation. Judges of the 1st category, passing the All-Russian certification seminar, submit a petition from the regional federation and a record of judicial work for the last 2 years, agreed upon with the member of the Investigative Committee responsible for the given district.

2.4.6. In case of any deviation from these requirements, the assignment of judicial categories is not allowed.

2.5. Recertification is carried out at least once every 2 years.

Re-certification includes a theoretical exam and a practical part, including a practical exam and participation in judging competitions over the past period.

2.6. For judges of the All-Russian category who regularly participate for 2 years in judging Russian Championships, Russian Championships among cadets and juniors and Russian Championships among children, it is allowed to pass only the WKF theoretical test to confirm the current category at the official Championships and Championships of Russia in karate.

2.7. After two years have passed since the last certification, it is only possible to confirm the current category for another year.

If there is no certification for more than 3 years, the category is gradually reduced by 1 degree annually.

2.8. For KATA judges, it is mandatory to fulfill the technical standard for one of the basic karate styles (WKF).

2.9. Requirements for inclusion of judges in the composition of the main panels of judges

depending on the rank of the competition:

For regional level competitions (Championship, Cup and Championships of the constituent entities of the Russian Federation) - not lower than 1st category;

For competitions at the interregional and all-Russian level (Championship, Cup and Championships) - not lower than the All-Russian category.

2.10. The main panel of judges for competitions included in the Unified Calendar Plan of the Russian Karate Federation is approved by the Judicial Committee of the Russian Federation.

2.11. The procedure and conditions for expanding judicial specialization - karate judges undergo separate certification in the sports disciplines of KATA and KUMITE.

2.12. Functional responsibilities for judicial positions existing in the sport of karate: Secretary Judge, KATA Judge, KUMITE Judge, KUMITE Referee, Arbiter (fight controller), Protocol Controller, Senior Court Judge (Tatami Manager), Deputy Chief Secretary, Chief secretary, deputy chief judge, chief judge of the competition.

2.13. Nomination of candidates for assignment to the international category (EKF, WKF)

is carried out by the Russian Karate Federation with the approval of the Referee Committee of the Russian Federation from among the judges who have the qualification category “referee of the all-Russian category”, but not earlier than 2 years after the assignment of the latter.

3. REGIONAL REFEREE COMMITTEE (RSC)

3.1. The Regional Judicial Committee (RSC) is responsible for the training of judges of the regional karate federation, for maintaining a high level of judging and the correct application of the Rules.

3.2. The RSC is formed from among the most experienced and qualified judges with All-Russian and international categories. Judges with the first judicial category may be included in the RSC with the right of an advisory vote. The composition of the RSK is at least 3 people.

3.3. The composition of the regional judging committee is approved by the FKR Judicial Committee on the proposal of the regional karate federation.

3.4. The RSK keeps records of the judicial work of judges of the regional karate federation.

3.5. The RSC determines the period of disqualification in cases of SHIKAKU at regional competitions and below.

3.6. The RSK makes decisions on expulsion from the judiciary of the regional karate federation for violations of moral and ethical standards and the commission of actions contrary to the spirit and honor of karate-do.

3.7. RSK ensures the organization and conduct of educational, methodological and certification seminars for judges of the regional karate federation. The regional karate federation is responsible for conducting seminars.

3.8. To conduct educational, methodological and certification seminars for judges, the RSC has the right to create a regional certification commission for judges.

3.9. The regional certification commission of judges includes judges from among the most experienced and qualified judges with all-Russian and international categories.

The commission, which includes a member of the Judicial Committee of the Russian Karate Federation, has the right to conduct qualification tests and certification for the 1st judicial category in karate.

3.10. Certified judges from other regions who have an All-Russian and international category may be involved in the commission.

3.11. The assignment of judicial categories is carried out by the executive authority of the constituent entity of the Russian Federation in the field of physical culture and sports at the place of residence upon the proposal of the regional karate federation.

3.12. The assignment of the All-Russian category is carried out by the Ministry of Sports of the Russian Federation upon the proposal of the executive authority of the constituent entity of the Russian Federation in the field of physical culture and sports at the place of residence.

4. RIGHTS AND RESPONSIBILITIES OF A SPORTS REFEREE

4.1. The sports judge has the right:

4.1.1. in accordance with his qualifications, specialization and judicial category, judge competitions and wear a judge’s badge.

4.1.2. conduct seminars and briefings on behalf of the relevant federations.

4.1.3. in accordance with the established procedure, be included or elected into the governing and working bodies of federations (unions, associations);

4.1.4. apply for the removal of penalties, the issuance of a duplicate certificate;

4.1.5. to increase the judicial category in accordance with the requirements of these Regulations.

4.2. The sports judge is obliged:

4.2.1. know the rules of the competition, strictly comply with their requirements, master judging techniques and correctly apply them in practice;

4.2.2. carry out refereeing in a qualified and impartial manner, avoiding mistakes that may lead to distortion of the results of the competition, objectively and timely resolve issues arising during the competition;

4.2.3. perform refereeing duties in the referee uniform established by the competition rules;

4.2.4. wear the judge's badge in accordance with his category at all official events;

4.2.5. be correct, polite and friendly towards all competition participants and spectators, be an example of high culture and organization, contribute to holding competitions at a high level;

4.2.6. resolutely combat manifestations of rudeness, indiscipline, violations of competition rules and behavior on the part of participants, coaches, and representatives;

4.2.7. improve the level of refereeing qualifications, transfer knowledge and experience to other referees, actively work to promote sports, and have annual practice of refereeing competitions at various levels;

4.2.8. if deprived of the refereeing category, return the certificate and badge to the sports organization that issued them.

5. INCENTIVES

5.1. For the active and flawless performance of judicial duties, the following types of incentives for judges are established:

5.1.1. awarding diplomas, certificates, memorable gifts, established organizations conducting sports competitions;

5.1.2. inclusion in the list of the best sports judges of the year;

5.1.3. submission for assignment to the next judicial category upon fulfillment of classification requirements;

5.1.5. submission in accordance with the established procedure for state and departmental awards and incentives;

5.1.6. other things, including material, produced in the prescribed manner.

5.2. Incentives are entered into the judge's record card.

6. RECOVERY

6.1. For failure to perform or improper performance of judicial duties or other violations, the following types of penalties may be applied to judges:

6.1.1. warning;

6.1.2. removal from competition refereeing;

6.1.3. disqualification with a specified period of validity;

6.1.4. reduction of the judge's category;

6.1.5. deprivation of judicial rank.

6.2. Decisions on the application of penalties to judges (except for reduction of category or deprivation of judicial rank) are made by the relevant federations.

The decision to impose a penalty made by the Russian Karate Federation is valid on the territory of the Russian Federation. The decision to impose a penalty made by the federation of a constituent entity of the Russian Federation for a sport is valid on the territory of that constituent entity of the Russian Federation.

The decision to impose a penalty made by the international federation applies to the activities of the judge at the all-Russian level when confirmed by a decision of the Russian Karate Federation.

Penalties are entered into the judge's record card.

The decision to reduce a judge's category or deprive him of a judge's rank is made:

The executive authority of the constituent entity of the Russian Federation in the region

physical culture and sports at the judge’s place of residence on the basis of a petition from the Russian Karate Federation or the federation of a constituent entity of the Russian Federation by type of sport - for judges of the 1st category and below;

Deprivation of the judicial title for judges of the All-Russian category is approved by order of the federal executive body in the field of physical culture and sports at the request of the Russian Karate Federation;

If a judicial category is reduced, it can be assigned again if the conditions for assignment for this judicial category are met again no earlier than a year later.

If a judge's title is deprived, the judge's category may be assigned again in the manner established by these Regulations, starting with the 3rd judge's category.

If a judge has been disqualified for more than 1 year, he may be allowed to judge competitions only after passing the qualifying tests.

For one violation, a sports judge is usually subject to one type of penalty.

2.1. Establish the following judicial titles and categories for sports:

a) sports judge;

b) sports judge of the first category;

c) national category sports judge;

d) sports judge of the highest national category;

e) international sports judge.

Note. “International category sports judge” is assigned by international federations and associations in accordance with paragraph 4 of this resolution on judges.

Judges holding the title of sports judge of the republican category are equated to sports judges of the national category.

Judges holding the title of sports judge of the All-Union category are considered equal to sports judges of the highest national category.

3. The procedure for assigning referee categories in sports

3.1. “Sports Judge” is assigned by the council of the physical culture team of secondary schools, vocational schools, higher and secondary educational institutions, pedagogical councils of sports schools of all types, district and city committees for physical culture and sports.

3.2. “Sports judge of the first category” is awarded by the committees for physical culture and sports of the regions and the city of Minsk.

3.3. “National Sports Judge” and “Sports Judge of the Highest National Category” are awarded by the State Committee of the Republic of Belarus for Physical Culture and Sports on the proposal of the physical culture and sports management bodies of the regions and the city of Minsk.

3.4. Judicial categories are assigned to individuals based on the fulfillment of the established classification requirements for the corresponding judicial categories, approved by Appendix 2 to this resolution on judges and judicial categories in sports. To assign a sports referee category, previously valid submission forms and cards are used.

3.5. Materials on persons nominated for assignment to the judicial category are reviewed by the relevant presidiums of the panels of judges, with subsequent approval by the federation for the sport.

3.6. For sports united by the Republican Committee of the OSTO, the tourist and excursion company "Belarusturist", the FSO "Dynamo", the Sports Club of the Ministry of Defense of the Republic of Belarus, the procedure for assigning referee categories is established by these sports organizations, except for the highest national and national categories, which are assigned by the State Sports Committee of Belarus according to representation of these organizations.

4. Rights and responsibilities of a sports judge

4.1. A sports judge of the corresponding category has the right:

a) judge competitions, wear the badge and emblem established for this judicial category;

b) conduct seminars and briefings on behalf of the relevant panels of judges;

c) apply for the removal of penalties and the issuance of a duplicate certificate.

4.2. A sports judge is obliged to:

a) know the rules of high-level competitions;

b) objectively and timely resolve issues arising during the competition;

c) be an example of high culture and organization;

d) improve the level of judicial qualifications;

e) return the certificate and badge when deprived of the refereeing category to the sports organization that issued them.

I. General provisions

1. The Regulations on Sports Judges (hereinafter referred to as the Regulations) were developed in accordance with Part 8 of Article 22 of the Federal Law of December 4, 2007 N 329-FZ “On Physical Culture and Sports in the Russian Federation” (Collected Legislation of the Russian Federation, 2007, N 50 , Art. 6242; 2008, No. 30 (Part II), Art. 3616; 2014, No. 26 (Part I), Art. 3376; 2015, No. 27, Art. 3995) and subclause 4.2.5 of the Regulations on the Ministry sport of the Russian Federation, approved by Decree of the Government of the Russian Federation of June 19, 2012 N 607 (Collection of Legislation of the Russian Federation, 2012, N 26, Art. 3525; 2013, N 30 (Part II), Art. 4112, N 45, Art. 5822; 2015, No. 2, Art. 491, No. 18, Art. 2711).

2. In the Russian Federation, the following qualification categories of sports judges are established:

a) sports judge of the All-Russian category;

b) sports judge of the first category;

c) sports judge of the second category;

d) sports judge of the third category;

3. Qualification categories of sports judges are assigned to citizens of the Russian Federation (hereinafter - candidates) in accordance with the qualification requirements for candidates for assignment of qualification categories of sports judges (hereinafter - Qualification requirements) for sports included in the All-Russian Register of Sports.

Qualification requirements are approved by the Ministry of Sports of the Russian Federation (hereinafter referred to as the Ministry).

4. A sports judge judges official sports competitions or physical education events in sports included in the Unified calendar plan of interregional, all-Russian and international physical education events and sports events at the proposals of all-Russian sports federations or federal executive authorities that manage the development of military-applied and professional -applied sports (hereinafter - federal bodies) or in the calendar plans of physical education events and sports events of the constituent entities of the Russian Federation, municipalities and physical education and sports organizations (hereinafter - official competition), including sports among disabled people and persons with disabilities health, rules of the sport, approved in accordance with Article 25 of the Federal Law of December 4, 2007 N 329-FZ “On Physical Culture and Sports in the Russian Federation” (Collected Legislation of the Russian Federation, 2007, N 50, Art. 6242; 2008, N 30 (part II), art. 3616; 2014, No. 26 (Part I), Art. 3376) (hereinafter referred to as the rules of the sport) which, in terms of sports disciplines, do not differ from the sport in which the sports judge has been assigned the qualification category of a sports judge, and by type of sport, sports disciplines of which are all-around, and the rules of the sport of which, in terms of individual components of all-around, do not differ from the sport in which the sports judge has been assigned the qualification category of sports judge.

II. The procedure for assigning qualification categories for sports judges

5. The qualification category of sports judge “young sports judge” is assigned to candidates aged 14 to 16 years. This category expires upon reaching the age of 16 years.

6. The qualification category of sports judge “sports judge of the third category” is assigned to candidates who have reached the age of 16 years after passing the qualification test.

7. The qualification category of a sports judge “sports judge of the second category” is assigned to candidates who have the qualification category of a sports judge “sports judge of the third category”, but not earlier than 1 year from the date of assignment of such category.

8.1. Candidates who have the sports title “Master of Sports of Russia of International Class” or “Master of Sports of Russia” are assigned the qualification category of a sports judge “sports judge of the second category” or “sports judge of the first category” in the corresponding sport after passing the qualifying test.

9. The qualification category of a sports referee “young sports referee” is assigned by physical culture and sports organizations at the candidate’s place of residence or at the location of the regional sports federation that records the candidate’s refereeing activities, at the request of the candidate, certified by such regional sports federation, containing information about the last name, first name , patronymic (if any) and date of birth of the candidate, and information about the fulfillment of the Qualification Requirements for assignment of the qualification category of a sports judge (hereinafter referred to as the Petition).

The qualification categories of sports judges “sports judge of the second category” and “sports judge of the third category” (with the exception of military-applied and service-applied sports) are assigned by local government bodies of municipal districts and city districts at the place of residence of candidates or at the location of the regional sports federation which records the judicial activities of candidates, upon submission (Appendix No. 1 to these Regulations) (hereinafter referred to as the Submission), certified by the head of such a regional sports federation.

The qualification categories of sports judges “sports judge of the second category” and “sports judge of the third category” for military-applied and service-applied sports are assigned by the relevant structural units of federal bodies at the location of the structural units of federal bodies, according to a submission signed by an official authorized by the structural unit division of the federal body that records the judicial activities of candidates.

The qualification category of a sports judge "sports judge of the first category" is assigned by executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports (hereinafter referred to as executive authorities) at the place of residence of the candidate or at the location of the regional sports federation or at the location of the structural unit of the federal body, keeping records of the candidate's judicial activities, according to a submission certified by the head of such a regional sports federation or the head of such a structural unit of a federal body (for military-applied and service-applied sports).

10. To assign the qualification categories of sports judges “young sports judge”, “sports referee of the third category”, “sports referee of the second category”, “sports referee of the first category”, the Petition or Submission and documents provided for in paragraph 11 of the Regulations are submitted to the executive authorities , local government bodies of municipal districts and city districts, structural divisions of federal bodies, physical education and sports organizations specified in paragraph 9 of the Regulations (hereinafter referred to as the Organization) within 4 months from the date of fulfillment of the Qualification requirements.

11. The following documents are attached to the Submission for assignment of the qualification category of a sports judge:

a) a copy of the record card of the judicial activity of the candidate for assignment of the qualification category of a sports judge (Appendix No. 2 to these Regulations) (hereinafter referred to as the Record Card), certified by the regional sports federation or a structural unit of the federal body, containing information on the fulfillment of the Qualification requirements;

b) copies of the second and third pages of the passport of a citizen of the Russian Federation, as well as a copy of the page of the passport of a citizen of the Russian Federation containing information about the candidate’s place of residence, and in its absence - copies of pages of the passport of a citizen of the Russian Federation, identifying the identity of a citizen of the Russian Federation outside the territory of the Russian Federation , containing information about the last name, first name, patronymic (if any), the authority that issued the document, the expiration date of the document;

c) a copy of the certificate of “master of sports of Russia of international class” or “master of sports of Russia” for candidates for assignment of the qualification category “sports judge of the first category”, in accordance with clause 8.1 of the Regulations;

d) 2 photographs measuring 3 x 4 cm.

Military personnel undergoing military service upon conscription, instead of a passport of a citizen of the Russian Federation, provide a copy of their military ID.

All copies of documents required for the assignment of qualification categories of sports judges, provided for in this paragraph, must fully reproduce the information of the original document.

12. The organization, within 2 months from the date of receipt of the Submission and documents provided for in paragraph 11 of the Regulations, makes a decision to assign the qualification category of a sports judge, to return the Submission and documents, or to refuse to assign the qualification category of a sports judge.

13. The decision to assign the qualification category of a sports judge is formalized in a document signed by the head of the Organization (hereinafter referred to as the Document).

A copy of the Document within 10 working days from the date of its signing is sent to the regional sports federation, a structural unit of the federal body and (or) posted on the official website of the Organization on the Internet.

A copy of the Document on the decision made in relation to military-applied and service-applied sports is not posted on the Internet information and telecommunications network.

14. Information on the assignment of the qualification category of a sports referee is entered into the Registration Card and certified by the regional sports federation or the structural unit of the federal body that records the refereeing activities of the sports referee.

15. If a Submission and documents are submitted to the Organization that do not meet the requirements of clauses 9 and 11 of the Regulations, the Organization, within 10 working days from the date of receipt, returns them to the regional sports federation or structural unit of the federal body, indicating the reasons for the return.

16. In case of return, the regional sports federation or a structural unit of the federal body, within 20 working days from the date of receipt of the Submission and documents that do not meet the requirements of paragraphs 9 and 11 of the Regulations, eliminate the inconsistencies and re-send them for consideration to the Organization.

17. If a decision is made to refuse to assign the qualification category of a sports judge, the Organization, within 10 working days, sends a justified written refusal to the regional sports federation or a structural unit of the federal body, and returns the Submission and all documents.

18. The grounds for refusal to assign the qualification category of a sports judge are:

a) non-compliance of candidates for assignment with Qualification requirements;

b) violation by the regional sports federation, a structural unit of the federal body, of the deadline for submitting the Submission and documents provided for in paragraph 10 of the Regulations;

c) violation by a regional sports federation, a structural unit of a federal body, of the deadline for eliminating inconsistencies in the Submission and documents that served as the reason for the return, provided for in paragraph 16 of the Regulations.

19. The qualification category of sports judge “sports judge of the All-Russian category” is assigned by the Ministry to candidates:

having the qualification category of a sports judge "sports judge of the first category", but not earlier than 2 years from the date of assignment of such a category;

having the qualification categories of sports judges “sports judge of the republican category” and “sports judge of the all-Union category” after passing the qualification test.

The qualification category of a sports judge "sports referee of the All-Russian category" is valid for 4 years from the date of its assignment.

20. The qualification category of sports judge “sports judge of the All-Russian category” is assigned according to the Submission:

a) an executive body (with the exception of military-applied and service-applied sports);

b) a federal body.

21. The submission and documents provided for in paragraph 9 and paragraph 11 of the Regulations are submitted by the regional sports federation or a structural unit of the federal body (for military-applied and service-applied sports) to the bodies specified in paragraph 20 of the Regulations, for their subsequent forwarding to the Ministry .

In case of submission to an executive authority or federal body of a Submission and documents that do not meet the requirements of paragraph 9 and paragraph 11 of the Regulations, respectively, the executive authority or federal authority, within 10 working days from the date of receipt, returns them to the regional sports federation or structural unit of the federal authority, indicating the reasons for the return.

In case of return, the regional sports federation or a structural unit of the federal body, within 20 working days from the date of receipt of the Submission and documents that do not comply with the requirements of paragraph 9 and paragraph 11 of the Regulations, eliminate the inconsistencies and re-send them to the executive authority or federal authority (for military-applied and service-applied sports).

22. To assign the qualification category of a sports judge “sports referee of the All-Russian category” to the Ministry, within 6 months from the date of fulfillment of the Qualification requirements, the following are sent:

A submission certified by the regional sports federation that records the sports refereeing activities of the sports judge and the executive body, as well as the documents provided for in paragraph 11 of the Regulations (with the exception of military-applied and service-applied sports);

A submission certified by the structural unit of the federal body that records the refereeing activities of a sports judge, and by the federal body, as well as the documents provided for in paragraph 11 of the Regulations (for military-applied and service-applied sports).

23. The All-Russian Sports Federation, within 2 months from the date of receipt by the Ministry of the Submission and documents provided for in paragraph 11 of the Regulations, receives them from the Ministry, reviews, and sends to the Ministry the agreed Submission, certified by the head and seal of the All-Russian Sports Federation and the documents provided for in paragraph 11 Provisions, or a justified written refusal to approve, with all documents attached.

24. The Ministry, within 4 months from the date of receipt of the Submission and documents provided for in paragraph 11 of the Regulations from the executive authority or federal body, makes a decision on assigning the qualification category of a sports judge "sports judge of the All-Russian category", on the return of the Submission and documents or on refusal assignment of the qualification category of sports judge "sports judge of the All-Russian category".

25. The decision to assign the qualification category “sports judge of the All-Russian category” is formalized by an order of the Ministry, which is signed by the Minister of Sports of the Russian Federation, and within 5 working days from the date of its signing is posted on the official website of the Ministry on the Internet.

26. When assigning the qualification category of a sports referee “sports referee of the All-Russian category,” the Ministry issues a certificate and a badge. The certificate and badge are transferred to the authorized representative of the executive body or federal body (for military-applied and service-applied sports) for their subsequent delivery at the location of the executive body or federal body.

27. In case of loss or damage to the certificate, the sports judge submits to the executive authority or federal body (for military-applied and service-applied sports) an application for the issuance of a duplicate certificate (hereinafter referred to as the Application). The application is submitted in an original copy and signed personally by the sports judge. The executive authority or federal body sends the Application to the Ministry.

The Ministry issues a duplicate of the certificate within 30 working days from the date of receipt of the Application.

A duplicate of the certificate is transferred to the authorized representative of the executive body or the authorized representative of the federal body (for military-applied and service-applied sports) for their subsequent delivery at the location of the executive body or federal body.

The badge will not be reissued.

28. In case of submission of the Submission and documents that do not meet the requirements of paragraph 9 and paragraph 11 of the Regulations, respectively, the Ministry, within 10 working days from the date of their receipt from the all-Russian sports federation or federal body (for military-applied and service-applied sports) returns them to the executive authority or federal body, indicating the reasons for the return.

29. In case of return, the executive authority or federal body (for military-applied and service-applied sports) within 20 working days from the date of receipt of the Submission and documents that do not comply with the requirements of paragraph 9 and paragraph 11 of the Regulations, eliminate the inconsistencies, and again forward them for consideration to the Ministry.

30. In the event of a refusal to assign the qualification category of a sports judge “sports referee of the all-Russian category,” the Ministry sends a justified written refusal to the executive authority or federal body, and returns the Submission and documents provided for in paragraph 11 of the Regulations.

31. The grounds for refusal to assign the qualification category of a sports judge “sports referee of the All-Russian category” are:

a) refusal to approve the Submission by the all-Russian sports federation;

b) the candidate for assignment does not meet the Qualification Requirements;

c) violation of the deadline for submission, provided for in paragraph 22 of the Regulations, by an executive authority or federal body (for military-applied and service-applied sports) of the Submission and documents provided for in paragraph 11 of the Regulations;

d) violation of the deadline for consideration and approval by the all-Russian sports federation of the Submission and documents provided for in paragraph 23 of the Regulations.

III. Contents of Qualification Requirements

32. Qualification requirements must have the following structure and content:

- requirements for assigning qualification categories of sports judges;

- requirements for confirming the qualification categories of sports judges;

- requirements for compliance with standards for physical training and the frequency of their passing (for sports where such standards are provided for by the rules of sports);

- requirements for assessing the practice of sports refereeing;

- requirements for the inclusion of sports judges in the panels of judges and the main panels of judges;

- requirements for completing theoretical training and passing a qualifying test.

32.1. Requirements for assigning qualification categories of sports judges must contain:

a) requirements for the age of a sports referee required to assign the qualification category of a sports referee, including the maximum age of a sports referee;

b) the status and name of official competitions, as well as the number of such competitions necessary for assigning qualification categories of sports judges (indicating the names of sports referee positions), with the exception of the qualification category of a sports referee “sports referee of the All-Russian category”;

c) the status and name of official competitions, as well as the number of such competitions necessary for assigning the qualification category of a sports judge “sports judge of the All-Russian category” (indicating the names of sports referee positions), with the exception of military applied and service applied sports, but not less :

1 (one) official competition with a status not lower than an All-Russian sports competition during each year of refereeing;

2 (two) official competitions with a status not lower than a constituent entity of the Russian Federation as part of the main panel of judges during each year of judicial activity;

2 (two) official competitions of a different status, during each year of judging;

d) the status and name of official competitions, as well as what is necessary for assigning the qualification category of a sports judge “sports judge of the all-Russian category” (indicating the names of sports referee positions) in military-applied and service-applied sports, but not less than:

1 (one) official competition with a status not lower than an All-Russian sports competition of the relevant federal body during each year of judicial activity;

1 (one) official competition with a status not lower than a sports competition of a structural unit of the relevant federal district, Moscow and St. Petersburg as part of the main panel of judges during each year of judicial activity;

2 (two) official competitions of a different status during each year of judging;

e) the number of theoretical classes as a participant, but not less than 1 (one) in each year of judicial activity;

f) the number of theoretical classes as a lecturer for all qualification categories of sports judges, with the exception of the qualification categories of sports judges “sports judge of the third category” and “young sports judge”, but not less than 1 (one) theoretical lesson in each year of judicial activity;

g) frequency of passing the qualifying test;

h) the frequency of meeting the standards for physical training necessary for assigning the qualification category of a sports judge (for sports where such standards are provided for by the rules of sports);

i) sports refereeing experience necessary to assign a qualification category.

32.2. Requirements for confirmation of qualification categories of sports judges (hereinafter referred to as confirmation) must contain:

a) requirements for the age of a sports referee required for confirmation, including the age limit for a sports referee;

b) the status and name of official competitions, as well as the number of such competitions required to pass confirmation;

c) the number of theoretical classes as a participant, but not less than 1 (one) in each year of judicial activity;

d) the number of theoretical classes as a lecturer for all qualification categories of sports judges, with the exception of the qualification categories of sports judges “sports judge of the third category” and “young sports judge”, but not less than 1 (one) theoretical lesson in each year of judicial activity;

e) passing the qualifying test;

f) the frequency of meeting the standards for physical training necessary for assigning the qualification category of a sports judge (for sports where such standards are provided for by the rules of sports);

g) frequency of confirmation, but not less than:

for the qualification category “sports judge of the All-Russian category” - once every 4 years;

for the qualification categories “sports judge of the first category” and “sports judge of the second category” - once every 2 years;

for the qualification category “sports judge of the third category” - once a year.

32.3. Requirements for meeting standards for physical training and the frequency of their passing (for sports where such standards are provided for by the rules of sports) must contain:

a) the name of the judicial position for which physical fitness standards are required;

b) name and content of the test;

c) a list of tested physical qualities;

d) units of measurement of the test being performed;

e) rating scale (for men and women separately);

f) frequency of passing standards for physical training.

32.4. Requirements for assessing the practice of sports refereeing must contain:

a) name and rating scale;

b) types of violations (comments) identified during the judging process that affect the reduction of the score;

c) requirements for the qualification category of the chairman of the main panel of judges who evaluates the practice of sports refereeing;

d) the procedure for recording assessments.

32.5. Requirements for the inclusion of sports judges in the panels of judges and chief panels of judges must contain:

a) status and name of official competitions;

b) requirements for the qualification category of a sports referee and the number of sports referees necessary to provide refereeing for official competitions of various statuses;

c) basic requirements for the functional responsibilities of a sports judge, indicating the name of the judicial position, his subordination and powers.

32.6. Requirements for completing theoretical training and passing the qualifying test must contain:

a) duration (number of academic hours) of theoretical and practical classes, the form of their conduct (seminar, colloquium, round table);

b) requirements for the qualification category of a sports judge - a participant in theoretical and practical classes and the conducting organization;

c) the procedure for the formation and approval of questions (topics) for the qualifying test;

d) requirements for admission to the qualifying test or its retake and the qualification categories of sports judges conducting the qualifying test;

e) the procedure for recording information about completing theoretical training and passing a qualifying test.

33. Qualification requirements are submitted to the Ministry on paper in two copies and on electronic media.

34. In the absence of qualification requirements approved by the Ministry, qualification categories of a sports judge in a given sport are not assigned.

V. Rights and responsibilities of a sports referee

35. The sports judge has the right:

a) work to promote the sport and sports refereeing;

b) to extend the validity of the qualification category of a sports judge upon its confirmation and certification;

c) conduct theoretical classes, seminars on behalf of the all-Russian sports federation or federal body (for military-applied and service-applied sports), a regional sports federation or a structural unit of the federal body (for military-applied and service-applied sports) on the relevant types of sports (with the exception of sports judges with the qualification categories “young sports judge” and “sports judge of the third category”);

d) apply for an increase in qualification category in accordance with the Qualification Requirements;

e) judge competitions in accordance with their qualification category, wear a judge’s badge;

f) submit proposals to the collegial judicial body to make changes to the rules of the sport, Qualification requirements in order to improve them;

g) submit proposals to the main panel of judges in order to improve refereeing during competitions;

h) elect and be elected to collegial judicial bodies;

i) apply for the issuance of a duplicate certificate if it is lost or damaged.

36. The sports judge is obliged:

perform the duties of a sports judge, which are established by the Unified Qualification Directory of Positions of Managers, Specialists and Employees, section "Qualification characteristics of positions of workers in the field of physical culture and sports", approved by order of the Ministry of Health and Social Development of Russia dated August 15, 2011 N 916n (registered by the Ministry of Justice of Russia on October 14, 2011 year, registration N 22054), as well as:

a) possess refereeing skills in various positions and correctly apply them in practice;

b) comply with the Qualification Requirements;

c) carry out refereeing in a qualified and impartial manner, prevent situations that may lead to distortion of the results of the competition;

d) take measures to prevent and combat illegal influence on the results of official sports competitions;

e) perform the duties of a sports judge in a neat referee uniform, established by the rules of the sport.

Regulations on sports judges

I. General provisions

1. The Regulations on Sports Judges (hereinafter referred to as the Regulations) were developed in accordance with Part 8 of Article 22 of the Federal Law of December 4, 2007 No. 329-FZ “On Physical Culture and Sports in the Russian Federation” (Collected Legislation of the Russian Federation, 2007, No. 50, art. 6242; 2008, no. II, art. 2014, no. 26, art. 3376, no. The position defines:

a) the procedure for assigning qualification categories for sports judges;

c) the rights and duties of sports judges.

2. In the Russian Federation, the following qualification categories of sports judges are established:

a) sports judge of the All-Russian category;

b) sports judge of the first category;

c) sports judge of the second category;

d) sports judge of the third category;

e) young sports judge.

3. The assignment of qualification categories of sports judges is carried out for sports included in the All-Russian Register of Sports, in accordance with the qualification requirements for candidates for the assignment of qualification categories of sports judges (hereinafter referred to as the Qualification Requirements).

Qualification requirements are approved by the Ministry of Sports of the Russian Federation (hereinafter referred to as the Ministry).

4. A sports judge judges official sports competitions or physical education events in sports included in the Unified calendar plan of interregional, all-Russian and international physical education events and sports events at the proposals of all-Russian sports federations or federal executive authorities that manage the development of military-applied and professional -applied sports (hereinafter referred to as federal bodies) or in the calendar plans of physical education events and sports events of the constituent entities of the Russian Federation, municipalities and physical education and sports organizations (hereinafter referred to as official competition), including sports among disabled people and persons with disabilities health, rules of the sport, approved in accordance with Article 25 of the Federal Law of December 4, 2007 No. 329-FZ “On Physical Culture and Sports in the Russian Federation” (Collected Legislation of the Russian Federation, 2007, No. 50, Art. 6242; 2008, No. 30 (part II), art. 3616; 2014, No. 26 (part I), art. 3376) (hereinafter referred to as the rules of the sport) which, in terms of sports disciplines, do not differ from the sport in which the sports judge has been assigned the qualification category of a sports judge, and in the types of sports whose sports disciplines are all-around, and the rules of the sport of which, in terms of individual components of all-around events, they do not differ from the sport in which the sports judge has been assigned the qualification category of a sports judge.

II. The procedure for assigning qualification categories for sports judges

6. The qualification category of a sports referee “sports referee of the third category” is assigned to citizens of the Russian Federation over 16 years of age in accordance with the Qualification Requirements, for a period of 1 year, and no earlier than 1 year from the date of the start of sports refereeing activities.

7. The qualification category of a sports judge “sports judge of the second category” is assigned to citizens of the Russian Federation who have the qualification category of a sports judge “sports judge of the third category” in accordance with the Qualification Requirements, for a period of 2 years, and no earlier than 1 year from the date of assignment of the qualification category of sports judge “sports judge of the third category.”

a) citizens of the Russian Federation who have the qualification category of a sports judge “sports judge of the second category” in accordance with the Qualification Requirements, for a period of 2 years, and not earlier than 2 years from the date of assignment of the qualification category of a sports judge “sports judge of the second category”;

b) citizens of the Russian Federation who have the sports title “Master of Sports of Russia of International Class” or “Master of Sports of Russia” in the relevant sport, in accordance with the Qualification Requirements, for a period of two years.

The qualification categories of sports judges “sports judge of the second category” and “sports judge of the third category” (with the exception of military-applied and service-applied sports) are assigned by local government bodies of municipal districts and city districts at the place of residence of candidates for assignment or at the place of registration of the regional sports federation that records the refereeing activities of candidates for assignment, upon submission (Appendix No. 1 to these Regulations) (hereinafter referred to as the Submission), certified by the head of such regional sports federation.

The qualification categories of sports judges “sports judge of the second category” and “sports judge of the third category” for military-applied and service-applied sports are assigned by the relevant structural units of federal bodies at the location of the structural units of federal bodies, according to a submission signed by an official authorized by the structural unit division of the federal body that records the judicial activities of candidates for assignment.

The qualification category of a sports judge “sports judge of the first category” is assigned by executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sports (hereinafter referred to as executive authorities) at the place of residence of the candidate for assignment or at the place of registration of the regional sports federation that records refereeing activities or at the location of the structural unit of the federal body that records the judicial activities of the candidate for assignment, according to a submission certified by the head of such a regional sports federation or the head of such a structural unit of the federal body (for military-applied and service-applied sports).

10. To assign the qualification categories of sports judges “young sports judge”, “sports referee of the third category”, “sports referee of the second category”, “sports referee of the first category” The submission and documents provided for in paragraph 11 of the Regulations are submitted to the executive authorities, authorities local self-government of municipal districts and city districts, structural divisions of federal bodies, physical education and sports organizations specified in paragraph 9 of the Regulations (hereinafter referred to as the Organization) within 3 months from the date of fulfillment of the Qualification requirements.

11. The following documents are attached to the Submission for assignment of the qualification category of a sports judge:

a) a copy of the record card of the judicial activity of the candidate for assignment of the qualification category of a sports judge (Appendix No. 2 to these Regulations) (hereinafter referred to as the Record Card), certified by the regional sports federation or a structural unit of the federal body, containing information on the fulfillment of the Qualification Requirements;

b) copies of the second and third pages of the passport of a citizen of the Russian Federation, and in its absence - copies of pages of the passport of a citizen of the Russian Federation, identifying the identity of a citizen of the Russian Federation outside the territory of the Russian Federation, containing information about the last name, first name, patronymic (if any), body, who issued the document, the expiration date of the document;

c) a copy of the certificate of “master of sports of Russia of international class” or “master of sports of Russia” for candidates for assignment of the qualification category “sports judge of the first category”, in accordance with subparagraph “b” of paragraph 8 of the Regulations;

d) 2 photographs measuring 3x4 cm.

Military personnel undergoing military service upon conscription, instead of a passport of a citizen of the Russian Federation, provide a copy of their military ID.

All copies of documents required for the assignment of qualification categories of sports judges, provided for in this paragraph, must fully reproduce the information of the original document.

12. The organization, within 2 months from the date of receipt of the Submission and documents provided for in paragraph 11 of the Regulations, makes a decision to assign the qualification category of a sports judge, to return the Submission and documents, or to refuse to assign the qualification category of a sports judge.

13. The decision to assign the qualification category of a sports judge is formalized in a document signed by the head of the Organization (hereinafter referred to as the Document).

A copy of the Document within 10 working days from the date of its signing is sent to the regional sports federation, a structural unit of the federal body and (or) posted on the official website of the Organization on the Internet.

14. Information on the assignment of the qualification category of a sports referee is entered into the Registration Card and certified by the regional sports federation or the structural unit of the federal body that records the refereeing activities of the sports referee.

15. If a Submission and documents are submitted to the Organization that do not meet the requirements of clauses 9 and 11 of the Regulations, the Organization, within 10 working days from the date of receipt, returns them to the regional sports federation or structural unit of the federal body, indicating the reasons for the return.

16. In case of return, the regional sports federation or a structural unit of the federal body, within 20 working days from the date of receipt of the Submission and documents that do not meet the requirements of paragraphs 9 and 11 of the Regulations, eliminate the inconsistencies and re-send them for consideration to the Organization.

17. If a decision is made to refuse to assign the qualification category of a sports judge, the Organization, within 10 working days, sends a justified written refusal to the regional sports federation or a structural unit of the federal body, and returns the Submission and all documents.

18. The grounds for refusal to assign the qualification category of a sports judge are:

a) non-compliance of candidates for assignment with Qualification requirements;

b) violation by the regional sports federation, a structural unit of the federal body, of the deadline for submitting the Submission and documents provided for in paragraph 10 of the Regulations;

c) violation by a regional sports federation, a structural unit of a federal body, of the deadline for eliminating inconsistencies in the Submission and documents that served as the reason for the return, provided for in paragraph 16 of the Regulations.

having the qualification category of a sports judge “sports judge of the first category” in accordance with the Qualification requirements, for a period of 4 years, and not earlier than 2 years from the date of assignment of the qualification category of a sports judge “sports judge of the first category”;

having the qualification categories of sports judges “sports judge of the republican category” and “sports judge of the all-Union category” in accordance with the Qualification requirements, for a period of 4 years.

a) an executive body (with the exception of military-applied and service-applied sports);

b) a federal body.

21. The submission and documents provided for in paragraph 9 and paragraph 11 of the Regulations are submitted by the regional sports federation or a structural unit of the federal body (for military-applied and service-applied sports) to the bodies specified in paragraph 20 of the Regulations, for their subsequent forwarding to the Ministry .

In case of submission to an executive authority or federal body of a Submission and documents that do not meet the requirements of paragraph 9 and paragraph 11 of the Regulations, respectively, the executive authority or federal authority, within 10 working days from the date of receipt, returns them to the regional sports federation or structural unit of the federal authority, indicating the reasons for the return.

In case of return, the regional sports federation or a structural unit of the federal body, within 20 working days from the date of receipt of the Submission and documents that do not comply with the requirements of paragraph 9 and paragraph 11 of the Regulations, eliminate the inconsistencies and re-send them to the executive authority or federal authority (for military applied and service applied sports).

22. To assign the qualification category of a sports judge “sports referee of the All-Russian category” to the Ministry, within 6 months from the date of fulfillment of the Qualification requirements, the following are sent:

A submission certified by the regional sports federation that records the sports refereeing activities of the sports judge and the executive body, as well as the documents provided for in paragraph 11 of the Regulations (with the exception of military-applied and service-applied sports);

A submission certified by the structural unit of the federal body that records the refereeing activities of a sports judge, and by the federal body, as well as the documents provided for in paragraph 11 of the Regulations (for military-applied and service-applied sports).

23. The All-Russian Sports Federation, within 1 month from the date of receipt by the Ministry of the Submission and documents provided for in paragraph 11 of the Regulations, receives them from the Ministry, reviews, and sends to the Ministry the agreed Submission, certified by the head and seal of the All-Russian Sports Federation and the documents provided for in paragraph 11 Provisions, or a justified written refusal to approve, with all documents attached.

24. The Ministry, within 3 months from the date of receipt of the Submission and documents provided for in paragraph 11 of the Regulations from the executive authority or federal body, makes a decision to assign the qualification category of a sports judge “sports judge of the All-Russian category”, to return the Submission and documents or to refuse assignment of the qualification category of sports judge “sports judge of the All-Russian category.”

25. The decision to assign the qualification category “sports judge of the All-Russian category” is formalized by an order of the Ministry, which is signed by the Minister of Sports of the Russian Federation, and within 5 working days from the date of its signing is posted on the official website of the Ministry on the Internet.

26. When assigning the qualification category of a sports referee “sports referee of the All-Russian category,” the Ministry issues a certificate and a badge. The certificate and badge are transferred to the authorized representative of the executive body or federal body (for military-applied and service-applied sports) for their subsequent delivery at the location of the executive body or federal body.

27. In case of loss or damage to the certificate, the sports judge submits to the executive authority or federal body (for military-applied and service-applied sports) an application for the issuance of a duplicate certificate (hereinafter referred to as the Application). The application is submitted in an original copy and signed personally by the sports judge. The executive authority or federal body sends the Application to the Ministry.

The Ministry issues a duplicate of the certificate within 30 working days from the date of receipt of the Application.

A duplicate of the certificate is transferred to the authorized representative of the executive body or the authorized representative of the federal body (for military-applied and service-applied sports) for their subsequent delivery at the location of the executive body or federal body.

28. In case of submission of the Submission and documents that do not meet the requirements of paragraph 9 and paragraph 11 of the Regulations, respectively, the Ministry, within 10 working days from the date of their receipt from the all-Russian sports federation or federal body (for military-applied and service-applied sports) returns them to the executive authority or federal body, indicating the reasons for the return.

29. In case of return, the executive authority or federal body (for military-applied and service-applied sports) within 20 working days from the date of receipt of the Submission and documents that do not comply with the requirements of paragraph 9 and paragraph 11 of the Regulations, eliminate the inconsistencies, and again forward them for consideration to the Ministry.

30. In case of refusal to assign the qualification category of sports judge “sports judge of the all-Russian category,” the Ministry sends a justified written refusal to the executive authority or federal body, and returns the Submission and documents provided for in paragraph 11 of the Regulations.

31. The grounds for refusal to assign the qualification category of a sports judge “sports judge of the All-Russian category” are:

a) refusal to approve the Submission by the all-Russian sports federation;

b) the candidate for assignment does not meet the Qualification Requirements;

c) violation of the deadline for submission, provided for in paragraph 22 of the Regulations, by an executive authority or federal body (for military-applied and service-applied sports) of the Submission and documents provided for in paragraph 11 of the Regulations;

d) violation of the deadline for consideration and approval by the all-Russian sports federation of the Submission and documents provided for in paragraph 23 of the Regulations.

32. Qualification requirements must have the following structure and content:

Requirements for assigning qualification categories for sports judges;

Requirements for confirmation of qualification categories of sports judges ;

Requirements for meeting standards for physical training and the frequency of passing them (for sports where such standards are provided for by the rules of sports);

Requirements for assessing the practice of sports refereeing;

Requirements for the inclusion of sports judges in the panels of judges and the main panels of judges;

Requirements for completing theoretical training and passing the qualifying test.

32.1. Requirements for assigning qualification categories of sports judges must contain:

a) requirements for the age of a sports referee required to assign the qualification category of a sports referee, including the maximum age of a sports referee;

b) the status and name of official competitions, as well as the number of such competitions necessary for assigning qualification categories of sports judges (indicating the names of sports referee positions), with the exception of the qualification category of a sports referee “sports referee of the All-Russian category”;

c) the status and name of official competitions, as well as the number of such competitions necessary for assigning the qualification category of a sports judge “sports judge of the all-Russian category” (indicating the names of sports referee positions), with the exception of military applied and service applied sports, but not less :

1 (one) official competition with a status not lower than an All-Russian sports competition during each year of refereeing;

2 (two) official competitions with a status not lower than a constituent entity of the Russian Federation as part of the main panel of judges during each year of judicial activity;

2 (two) official competitions of a different status, during each year of judging;

d) the status and name of official competitions, as well as what is necessary for assigning the qualification category of a sports judge “sports judge of the All-Russian category” (indicating the names of sports referee positions) for military applied and service - applied sports, but not less than:

1 (one) official competition with a status not lower than an All-Russian sports competition of the relevant federal body during each year of judicial activity;

1 (one) official competition with a status not lower than a sports competition of a structural unit of the relevant federal district, Moscow and St. Petersburg as part of the main panel of judges during each year of judicial activity;

2 (two) official competitions of a different status during each year of judging;

e) the number of theoretical classes as a participant, but not less than 1 (one) in each year of judicial activity;

f) the number of theoretical classes as a lecturer for all qualification categories of sports judges, with the exception of the qualification categories of sports judges “sports judge of the third category” and “young sports judge”, but not less than 1 (one) theoretical lesson in each year of judicial activity;

g) frequency of passing the qualifying test;

h) the frequency of meeting the standards for physical training necessary for assigning the qualification category of a sports judge (for sports where such standards are provided for by the rules of sports);

i) sports refereeing experience necessary to assign a qualification category.

32.2. Requirements for confirmation of qualification categories of sports judges (hereinafter referred to as confirmation) must contain:

a) requirements for the age of a sports referee required for confirmation, including the age limit for a sports referee;

b) the status and name of official competitions, as well as the number of such competitions required to pass confirmation;

c) the number of theoretical classes as a participant, but not less than 1 (one) in each year of judicial activity;

d) the number of theoretical classes as a lecturer for all qualification categories of sports judges, with the exception of the qualification categories of sports judges “sports judge of the third category” and “young sports judge”, but not less than 1 (one) theoretical lesson in each year of judicial activity;

e) passing the qualifying test;

f) the frequency of meeting the standards for physical training necessary for assigning the qualification category of a sports judge (for sports where such standards are provided for by the rules of sports);

g) frequency of confirmation, but not less than:

for the qualification category “sports judge of the all-Russian category” - once every 4 years;

for the qualification category “sports judge of the first category” - once every 2 years;

for the qualification categories “sports judge of the second category” and “sports judge of the third category” - once a year.

32.3. Requirements for meeting standards for physical training and the frequency of their passing (for sports where such standards are provided for by the rules of sports) must contain:

a) the name of the judicial position for which physical fitness standards are required;

b) name and content of the test;

c) a list of tested physical qualities;

d) units of measurement of the test being performed;

e) rating scale (for men and women separately);

f) frequency of passing standards for physical training.

32.4. Requirements for assessing the practice of sports refereeing must contain:

a) name and rating scale;

b) types of violations (comments) identified during the judging process that affect the reduction of the score;

c) requirements for the qualification category of the chairman of the main panel of judges who evaluates the practice of sports refereeing;

d) the procedure for recording assessments.

32.5. Requirements for the inclusion of sports judges in the panels of judges and chief panels of judges must contain:

a) status and name of official competitions;

b) requirements for the qualification category of a sports referee and the number of sports referees necessary to provide refereeing for official competitions of various statuses;

c) basic requirements for the functional responsibilities of a sports judge, indicating the name of the judicial position, his subordination and powers.

32.6. Requirements for completing theoretical training and passing the qualifying test must contain:

a) duration (number of academic hours) of theoretical and practical classes, the form of their conduct (seminar, colloquium, round table);

b) requirements for the qualification category of a sports judge - a participant in theoretical and practical classes and the conducting organization;

c) the procedure for the formation and approval of questions (topics) for the qualifying test;

d) requirements for admission to the qualifying test or its retake and the qualification categories of sports judges conducting the qualifying test;

e) the procedure for recording information about completing theoretical training and passing a qualifying test.

33. Qualification requirements are submitted to the Ministry on paper in two copies and on electronic media.

34. In the absence of qualification requirements approved by the Ministry, qualification categories of a sports judge in a given sport are not assigned.

  • II. GENERAL PROVISIONS ABOUT THE PERFORMANCE OF QUALIFICATION WORK
